Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Action was awarded sole source and not competitive.
The Sensors Directorate (AFRL/RY) continues to require access to the MATLAB family of products at the enterprise level.
This level of access is essential to continue to provide support for a wide range of AFRL, USAF, DoD, and Joint-service
programs. The MATLAB requirement cannot be fulfilled by any other source without incurring considerable delays and
duplication of costs. Therefore, sole-source authority under FAR 13.5 remains the only effective method of meeting this
requirement.
The Sensors Directorate (AFRL/RY) requires mathematical modeling and simulation software be made available to their
entire technical community--approximately 900 scientists and engineers (S&Es)--to fulfill their mission, through a
single, enterprise software license. The software must be made simultaneously available to multiple locations and
allow for minor fluctuation in user counts in any given year.
The software must also be capable of utilizing and/or modifying previously-developed models and simulation tools
created via the MATLAB family of products, created by Mathworks, which has historically been utilized by the AFRL/RY
community for this purpose. Enterprise-availability and compatibility with existing modeling and simulation libraries
allows for expanded research capacity by lowering operating costs and increasing collaboration within AFRL/RY and its
partner directorates and programs.
