This document is a Sources Sought notice, not a request for proposal. Its purpose is to gather information from potential sources to help the National Park Service (NPS) Acadia National Park (ACAD) develop an acquisition strategy for solid waste collection and disposal services. The NPS is exploring whether this requirement can be set-aside for small businesses or other socioeconomic categories.

• The contractor will be responsible for all labor, supervision, tools, transportation, materials, supplies, and equipment to perform solid waste collection and disposal. This includes collection, storage, treatment, processing, and final disposition of garbage, refuse, and other discarded solid wastes from camper and visitor activities.

• Excluded wastes include hazardous wastes, domestic sewage solids, and pollutants in industrial wastewater treatment plants.

• The work location is the Schoodic Woods Campground, Acadia National Park, Winter Harbor, Maine.

• This is not a solicitation, and no proposals are being requested at this time.

• Interested parties should submit responses to this Sources Sought notice.

• The NPS is seeking to identify capable sources and determine if the requirement can be set-aside for Small Business, 8(a) firms, Historically Underutilized Business Zones (HUBZone), Women-Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), and Service-Disabled Veteran Owned Small Business (SDVOSB).

• Prior government contract work is not required for a response.

• Responses should be limited to two (2) pages and include:

  1. Name and address
  2. Point of contact name, phone number, and email address
  3. CAGE Code and Unique Entity ID
  4. Business size based on NAICS Code and socioeconomic categories.

• Email submissions are due to Samuel_McKenzie@nps.gov no later than 3:00 pm EDT on March 27, 2026.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for solid waste collection and disposal services at the Schoodic Woods Campground in Acadia National Park, Winter Harbor, Maine.

• Provide all labor, supervision, tools, transportation, materials, supplies, and equipment for solid waste collection and disposal.

• Services include collection from contractor-owned containers, storage, treatment, processing, and final disposition of garbage and refuse generated by campers and visitors.

• Excludes hazardous wastes, solids or dissolved material in domestic sewage, and other pollutants.

• Contractor is responsible for providing containers designed to resist animal entry, maintaining them in good repair, and ensuring they are clean and sanitary.

• Contractor must pick up and clean any spillage of solid waste immediately.

• Vehicles used for hauling must be washed as necessary.

• Normal residential solid waste includes household waste and lawn/yard cuttings. Excluded are rocks, earth, construction waste, heavy metal objects, large appliances, automobile parts, explosives, chemicals, concrete, or refuse exceeding 75 pounds.

• Containers must be kept in good repair and present a good appearance.

• Containers must be cleaned and sanitized.

• Spillage must be cleaned up immediately.

• Vehicles must be maintained in a clean condition.

• Location: Schoodic Woods Campground, Acadia National Park, Winter Harbor, Maine.

• Collection occurs during the campground's operating season.

• Containers must be all-metal, capable of being locked or chained, and painted a uniform dark color.

• Collection frequency: Monday, Wednesday, and Friday during the operating season.

• Final week of the season: Two collections (Monday and Thursday) following Columbus Day/Indigenous Peoples Day.

• Seasonal dumpsters placed the week prior to Memorial Day; removed or tipped after the final fall collection.

• Contractor must follow campground traffic patterns for collection.

• Disposal must be at a facility operated in accordance with local, State, and Federal environmental regulations.

• Contractor is responsible for all disposal costs.

• Contractor must provide the collection facility with a summation of waste categories related to disposal annually.
