This notice announces the U.S. Department of the Interior's intent to procure landscaping services at Meridian Hill Park on a sole source basis, specifically targeting a HUBZone acquisition. The government has reviewed the capabilities of TCG Property Care and intends to negotiate a firm-fixed-price contract with them.

The requirement is for preservation-sensitive landscape maintenance, stabilization, and rehabilitation services at Meridian Hill Park, Rock Creek Park, Washington, DC. A draft Performance Work Statement (PWS) providing further details on the scope of work and period/place of performance is included as an attachment.

Interested parties may submit questions or responses to Elsa Aguon (elsa_aguon@ibc.doi.gov) no later than February 4, 2026, at 1:00 PM Eastern Time. The government will not reimburse any costs incurred in responding to this notice. This is not a request for competitive quotes, but responses will be used to determine if a competitive acquisition is warranted.

This action is intended as a sole source acquisition for a HUBZone business. The non-competitive action is permitted under FAR 6.103-5 and 10 U.S.C. 3204(a)(5) or 41 U.S.C. 3304(a)(5).

The government reserves the right to issue a Request for Quote (RFQ) based on responses received. This announcement may be the only notice for this acquisition.

Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for landscape preservation, maintenance, stabilization, and rehabilitation services at Meridian Hill Park in Washington, D.C., for the National Park Service (NPS).

The contractor shall provide all labor, materials, equipment, and supervision to perform the work described across various Contract Line Item Numbers (CLINs). Key areas of work include:

• Site Setup and Tree Protection: Mobilization, temporary facilities, fencing, barricades, signage, erosion controls, and protection of trees, historic hardscapes, and features.

• Landscape Cleaning: Removal of debris, seasonal pruning of trees and shrubs, and weed removal from planting beds and hardscapes.

• Historic Concrete Cleaning: Non-destructive cleaning of historic exposed aggregate concrete features.

• Storm Drainage: Cleaning and documentation of existing storm drainage structures without excavation or alteration.

• Planting Improvements: Removal of failed plants, soil amendments, installation of new trees, shrubs, and groundcover, with a one-year establishment period.

• Turf Restoration: Removal of failed turf, soil preparation, installation of sod or hydroseeded turf, and maintenance during establishment.

• Feature Restoration: Preparation and repainting of historic metal features (fencing, light poles, trash receptacles).

• Utilities: In-kind maintenance of existing lighting fixtures and electrical components.

• Specialized Pruning & Training: Hornbeam tree training and general tree pruning for health, safety, and clearance.

• Soil Improvement: Air spading, soil decompaction, and radial trenching for designated oak trees.

• Historic Bench Restoration: Fabrication and replacement of bench slats, light sanding.

• Fencing Restoration: Resetting leaning stanchion fencing elements.

• Other Site Construction: Additional authorized site work as directed.

• Optional (CLIN 0015): Interpretive panel replacement (in-kind).

• Optional (CLIN 0016): Graffiti removal from historic concrete.

• Place: Meridian Hill Park, Rock Creek Park, Washington, DC.

• Period: To be established at contract award, including a one-year landscape establishment period.

• Compliance: Work must comply with the Secretary of the Interior’s Standards for the Treatment of Historic Properties, NPS policies, and federal/District of Columbia laws.

• Historic Preservation: Strict protection of historic materials and site features is required. Inappropriate methods causing damage are the contractor's responsibility.

• Site Use: Remote parking is required; contractor vehicles are not authorized within park boundaries. Laydown areas are restricted from critical root zones and paved surfaces.

• Work Hours: Work outside standard hours requires prior written consent.

• Environmental: Strict adherence to erosion and sediment control measures is mandatory. No discharge of sediment or contaminated water is permitted.

• Field Verification: Contractors must verify all existing conditions before work begins and report discrepancies.
