Law Enforcement Services for New Melones Lake

This solicitation seeks proposals for law enforcement services at New Melones Lake in Calaveras County, California. The Bureau of Reclamation requires these services to provide enhanced law enforcement, crime prevention, and security on Reclamation-owned lands and waters.

• Provision of one Law Enforcement (LE) Officer patrolling 40 hours per week, totaling 2080 hours annually.

• Up to 140 hours of overtime patrol, as requested and approved by the Contracting Officer's Representative (COR).

• Optional daily patrols of the New Melones Dam and Power Plant.

• Enforcement of State, County, and local laws.

• Ability to write citations, detain and arrest violators, and protect staff, visitors, and resources.

• Patrols will cover recreation areas (Glory Hole, Natural Bridges, Old Melones, Camp Nine) and potentially the Dam and Power Plant.

• Officers must be POST certified and possess legal authority to enforce laws in Calaveras County.

• The contractor must provide evidence of legal authority, including POST certification.

• Type of Contract: Firm-Fixed Price.

• Period of Performance: Base Year (9/1/2026 - 8/31/2027) with four (4) Option Years (9/1/2027 - 8/31/2031).

• The contract includes options to extend services for up to 6 months.

• Evaluation Process: Lowest Price Technically Acceptable (LPTA).

• Award will be made to the lowest-priced, technically acceptable quotation.

• Technical acceptability requires demonstrating legal authority to perform sworn law enforcement services, including POST certification and authority to enforce State, County, and local laws.

• This acquisition is Unrestricted.

• The solicitation incorporates FAR clauses by reference.

• Offerors must be registered in SAM.gov with completed Representations and Certifications.

• The government will provide a handheld radio, applicable keys, and an electric gate opener.
