Justification for Sole Source
Mohave Electric Cooperative is identified as the only authorized electrical utility provider for the geographic area encompassing Valentine, AZ 86437, and the Havasupai Reservation. Utility service territories are regulated, making competition not feasible as no other provider is legally permitted or technically able to supply electrical power to these locations.

Additional Requirements

- Provide a five-year historical power usage report, a five-year projection of required power usage with budgetary expenses, and a five-year operations and maintenance plan.
- Identify a Project Manager.
- Ensure all work performed that is to be paid by the Truxton Canyon Agency (TCA) is accepted by the BIA.
