Statement of Work (SOW) / Performance Work Statement (PWS)

To provide the Canyon Ferry Division with highly professional, timely, responsive, and environmentally responsible trash and refuse collection and disposal services.

• Collection, removal, transportation, and disposal of trash and refuse at appropriate landfills.

• Services are required at the Canyon Ferry Office, Ware yard, Powerplant, and various sites within the Canyon Ferry Recreation Areas (Lewis and Clark and Broadwater Counties, Montana).

• Trash collection points include seven campgrounds, one office, one ware yard, and one powerplant.

• Containers must be of sufficient size, emptied at appropriate intervals to prevent overflow, and placed for convenient access without impeding facility operations.

• Extraordinary refuse and debris collection will be handled as a separate requirement.

• Inclement weather collection is required, with make-up collections scheduled within 24 hours of weather termination, subject to Contracting Officer approval.

• Base period: July 1, 2026, through June 30, 2027.

• Option periods: Four 1-year options and one 6-month extension period, at the Government's discretion.

• Specific performance periods for different locations:

  • Office, powerplant, and ware yard: July 1, 2026, to June 30, 2027.
  • Recreation sites: May 1, 2026, to September 30, 2026.

• Work hours: 8:00 a.m. to 5:00 p.m., Monday through Friday, unless otherwise stated.

• Response time for trash removal: within 2 days of notice.

• Trash removal to be accomplished on an "as required" basis, with dumpsters typically emptied weekly during summer months.

• Areas around refuse containers must be left clean and sanitary after service.

• Containers must be maintained in reasonably clean condition, externally and internally, prior to delivery and throughout the contract.

• Missing or deteriorated containers will be replaced or repaired by the contractor at no cost to the government.

• Contractor is responsible for providing all labor, equipment, materials, and supplies.

• Contractor must obtain and maintain necessary licenses and permits and comply with all applicable laws and regulations.

• Contractor must develop and maintain a quality control program.

• Invoices must be submitted electronically via the U.S. Department of the Treasury's Internet Payment Platform System (IPP).

• Required submittals include an Acceptable Certificate of Liability Insurance and Copies of Licenses and Applicable Permits within 10 calendar days of Contract Award.

• Government reserves the right to inspect all work and implement remedies for non-conforming services, potentially including price reductions.

Sources Sought Notice

This notice is a Sources Sought Synopsis to determine potential sources for trash collection services at Canyon Ferry Office, Ware yard, Powerplant, and Recreation Areas in Montana. The Bureau of Reclamation is seeking information on companies capable of providing refuse removal and disposal services as described in the attached DRAFT Performance Work Statement (PWS).

• Refuse removal and disposal services.

• Services are to be provided at multiple locations: Canyon Ferry Office, Ware yard, Powerplant, and Recreation Areas.

• A Firm-Fixed Price with Fixed Unit Pricing contract type is contemplated.

• Anticipated solicitation release date: 3/2/2026 or earlier.

• Anticipated period of performance: 7/1/2026 to 6/30/2027.

• This is NOT a request for proposals/quotations.

• Interested Small Business Sources are encouraged to submit a capabilities statement.

• Capabilities statements should include:

  • Business name, address, cage code, and point of contact.
  • Unique Entity ID for SAM.gov.
  • Business Size and Type (e.g., 8(a), HUBZone, Women-owned, etc.).
  • Evidence of experience performing similar work within the last five years (including contract numbers, project titles, dollar amounts, and points of contact - limit to three past projects).
  • Attachments cataloging equipment assets and resources demonstrating capability.

• Responses are strictly voluntary and will not affect future solicitation responses.
