Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the project specifications for removing and replacing existing carpeting in the Visitor Center at Ulysses S. Grant National Historic Site.

• Removal of approximately 12,000 sq ft of existing rolled carpet from the 1st floor, 2nd floor, and two stairwells.

• Moving of furniture, including theater seating and bookshelves, as needed.

• Installation of new commercial-grade carpet squares.

• Ensuring carpet flows seamlessly between rooms with transition strips only at restrooms and other areas where floor surfaces differ.

• Installation of carpet under existing quarter round, with removal and replacement/repair of quarter round as needed.

• Installation of carpet tiles on vertical and horizontal surfaces of stairs with aluminum stair nosing.

• The project will be performed under a single contract.

• Carpet must be installed under existing quarter round.

• Quarter round adjacent to new carpeting will be removed and reinstalled or replaced if damaged, and painted to match existing color and finish.

• Carpet tiles on stairs will have aluminum stair nosing adhered to each step.

• New carpet design/color to be selected by the Contracting Officer's Representative (COR) from the manufacturer's full list.

• Six cases of additional new carpet squares are to be provided to the Park.

• Project Location: 7400 Grant Rd. Affton, MO 63123.

• Period of Performance: Work to be completed within 90 calendar days of the start date provided on the award. This period is inclusive of supply lead times, material deliveries, decommissioning, installation, weather days, final commissioning, and acceptance.

• Protection of historical and archeological fabric is required. Any discoveries must be reported immediately, and operations suspended.

• Contractor is responsible for protecting cultural resources and liable for any damage.

• Contractor must coordinate with COR for utility interruptions, providing at least two business days' notice. Utility shutdowns shall not exceed 2 to 3 hours.

• Operations must conform to National Park Service rules and regulations.

• Contractor must provide 24-hour emergency contact options.

• No signs or advertisements are permitted without COR approval.

• Smoking is prohibited within Federal buildings and within 25 feet of entrances.

• Work hours are generally Monday-Friday, 7 am to 5 pm, with exceptions requiring prior CO/COR consent.

• Contractor must use designated staging areas and not disturb areas outside the noted disturbance zone.

• Appropriate matts must be used on turf areas to reduce soil compaction.

• Water and electric power from existing systems are available for use without metering or charge.

• Contractor must use existing park restroom facilities, keeping them in immaculate condition. Loss of privileges requires provision of a separate, suitable facility.

• Environmental protection measures must be followed.

• Equipment must be free of soil, seeds, and debris before entering the Project Area.

• Tree and plant protection are required.

• Pest control measures must be implemented.

• Hot work permits are not required.

• Storage and staging areas must be kept clean and secure.

• Contractor is responsible for waste removal and recycling, using approved dumpster locations and disposing of waste legally outside the park.

• Government goal is to salvage and recycle as much non-hazardous waste as possible.

• Contractor must provide estimates and/or tickets for waste and recycling removals.

• Government buildings will be occupied during the contract period; work must minimize interference with operations.

• Contractor must provide existing condition, progress, and completion photos in JPEG digital format.

• Weekly safety meetings (15-minute "toolbox" talks) are required.

• Hazardous materials must be stored and handled according to OSHA standards, with MSDS/SDS readily available.

• Spill response procedures must be followed.

• Noise control measures are required to minimize noise production.

• A pre-work conference may be conducted.

• Submittals are required as per the specifications, including a site-specific accident prevention plan within 10 days of the pre-work conference.

• Employees must be physically qualified and not impaired by drugs, fatigue, or illness.

• Accidents must be reported immediately.

• First aid facilities and emergency instructions must be posted.

• Personal Protective Equipment (PPE) is required, meeting ANSI standards and OSHA 29 CFR 1926 Subpart E.

• A hard hat area must be designated and posted.

• Hazardous materials spills must be reported immediately.

• Temporary services, equipment, tools, and skilled labor are the contractor's responsibility.

• Final cleanup, closeout submittals, and final inspection procedures are required.

• A service warranty of one year for material and labor is required.

• Manufacturer warranty information for installed products must be provided.

• Payment will be made per the contract and percentage of completion level.
