Statement of Work (SOW) / Performance Work Statement (PWS)

To provide comprehensive refuse collection and trash can emptying services for the Palisades Area Rock Creek Park.

• Provide all necessary personnel, equipment, tools, materials, vehicles, and supervision for refuse collection and emptying of trash cans.

• Service areas are detailed on an attached list of sites and park locations.

• Contractor shall meet contract standards and comply with all local, state, and federal regulations.

• Clear trash bags (PVC liners) are to be used for each container.

• General housekeeping duties around trash cans are required to maintain a clean and neat appearance.

• Removal of "non-park" trash left at designated collection sites is the contractor's responsibility.

• Hazardous waste is to be brought to the Rock Creek Maintenance Yard for disposal by the Park.

• Contractor will dispose of all collected trash and debris at the Rock Creek Maintenance Facility.

• Contractor vehicles are not permitted inside Montrose Park, Rose Park, or Meridian Hill Park; trash must be collected and brought to the edge of these parks for pick-up.

• Report any damaged or vandalized trash cans needing repair or replacement.

• Keep all equipment and vehicles in good repair, including frequent cleaning of trash hauling vehicles (cleaning not to take place on Park property).

• Trash truck cargo must be properly secured to prevent debris from blowing or falling.

• Install a "Sharps" container on each trash truck for proper disposal of drug paraphernalia.

• Each trash truck will have a minimum crew of two.

• Trash hauling vehicles shall not be left in the park when not in use.

• Contractor employees must wear matching uniform clothing with the Contractor's name or logo prominently displayed.

• All vehicles must be identified with the company logo or name and provided with a vehicle permit.

• Containers to be completely emptied within the scheduled timeframe, regardless of fullness.

• Areas around trash cans must be maintained in a clean and neat manner.

• "Non-park" trash and debris collected under this contract are to be disposed of at the Rock Creek Maintenance Facility.

• Hazardous waste is to be delivered to a designated holding area at the Rock Creek Maintenance Yard.

• Vehicles must meet state regulations for safety and licensing and be in good operable condition.

• Personnel must present a neat appearance and be easily recognized as contractor employees.

• Personnel must have current licenses for appropriate vehicles.

• Vehicles must be maintained with current and proper state inspection and registration.

• Compliance with all traffic laws.

• Inclement weather: Refuse collection is to continue unless exceptions are authorized. Missed collections due to severe weather must be made up within 24 hours after the weather terminates, unless additional time is authorized.

• High winds (over 75 mph): Delay refuse collection until winds drop below 30 mph. Make up collections the same day or before 10:00 am the next duty day.

• Quality Control: Contractor must develop and maintain a quality control program to ensure refuse collection is performed to specifications, including procedures to track, identify, prevent, remedy, and ensure non-recurrence of defective services. A method to accept and resolve customer complaints must be provided.

• Quality Assurance: Government will evaluate performance through 100% inspections and periodic on-site inspections.

• Re-performance of Service: If service does not conform to contract requirements, the contractor shall perform or re-perform the service at no additional cost to the government, commencing immediately upon notification and completed that day or by noon the next work day.

• Contract period: One year from date of award, with an option for four additional 12-month periods.

• Work hours: Monday-Friday, 6:30 AM - 3:00 PM. Saturday and Sunday, 12:00 Noon until completion (May through September).

• Federal Holidays are work days during May through September.

• Work outside scheduled hours requires written approval from the COR.

• Locations: Palisades Area Rock Creek Park, including specific sites and park locations detailed in attachments.

• Safety Plan: Contractor must submit and have approved a safety plan covering employee training, OSHA regulations, hazard recognition, PPE, vehicle maintenance, inspections, and injury action plans.

• Personnel: Employees must wear OSHA-approved fluorescent safety vests.

• Vehicles: Must be equipped with a back-up alarm, amber lens revolving light, and a fluorescent orange center-triangle slow moving vehicle symbol. All vehicles must meet federal OSHA, state, and local safety and permit requirements.

• Subcontracting: No subcontracting without express written approval of the Contracting Officer (CO).

• Reporting: Maintain a daily work log, report abnormalities, accidents, incidents, and negative contacts with park visitors to the COR immediately.

• Acceptance, Measurement, and Payment: Invoices must include a signed acceptance report from the COR and copies of the signed work log. Payment is based on actual items completed and accepted at the specified unit price.
