Statement of Work (SOW) / Performance Work Statement (PWS)

To provide professional janitorial services for the visitor center and headquarters of the Alaska Maritime National Wildlife Refuge, ensuring a clean, attractive, and safe environment.

• Base Cleaning: Regular cleaning of the visitor center and headquarters, including floors, restrooms, entryways, trash removal, and window cleaning. Estimated at 15-20 hours per week.

• Option Items: Services that may be selected based on available funding, including:

  • Annual waxing of restroom floors.
  • Deep cleaning of carpets (first floor, second floor, or all floors).
  • Deep cleaning of off-site residential bunkhouse.
  • Washing pebbled cement floors.
  • Cleaning, stripping, and waxing/buffing specific floors (staff hallway, locker room, necropsy lab, kitchen, lab classroom, scientific lab).
  • Interior window washing.

• One Base Year and four additional Option Years.

• Location: Alaska Maritime National Wildlife Refuge, Visitor Center & Headquarters, and a Bunkhouse in Homer, Alaska.

• Cleaning to be completed five days per week, with facilities customer-ready by 9 am Monday-Friday.

• Bathrooms to be cleaned to allow floors and surfaces to dry before operating hours.

• Specific cleaning standards are detailed in Section 10, covering areas like buffing, chrome/stainless steel surfaces, general cleaning, disinfecting, dusting, fixtures, glass/windows, laundry, restrooms, scrubbing, sweeping, trash/recycling removal, vacuuming, and wet mopping.

• Monthly inspections by the COR will be conducted.

• Contractor must be registered in SAM before award.

• Contractor must provide personnel with the ability to pass a federal background check.

• Specific background investigation and credentialing requirements are detailed in Attachment 1 (DOI Clause 144807-12).

• Contractor must provide a phone number and email for contact and be available for urgent issues within 24 hours.

• Contractor is responsible for all labor, supervision, and expertise.

• Government will furnish cleaning supplies and most equipment.

• Contractor must maintain a clean and orderly condition of designated storage areas.

• Commercial umbrella liability insurance is required.

• Contractor must adhere to OSHA regulations.

• A Janitorial Service Log must be completed daily and submitted with invoices.

• Work hours are generally between 6:00 am-10:00 am or 4:00 pm-10:00 pm, with specific restrictions on cleaning during visitor hours.

• Certain federal holidays require work to be performed.
