Scope of Work

- Patrols: 780 hours annually (averaging 15 hours per week), with flexibility for week-to-week variations as long as the annual total is met. Patrols include searching for illegal camps, contacting suspicious individuals, and enforcement actions. Administrative time for reports can be included in contract hours.
- Law Enforcement: Enforce State, County, and local laws; make non-federal arrests; issue citations; and provide police reports on Umatilla Project property.
- Response: Provide a Law Enforcement Officer (LEO) onsite within 48 hours for specific investigation requests.
- Personnel: Officers must be sworn, Oregon-certified LEOs, trained, mentally alert, and comply with the Lautenberg Amendment.
- Equipment: Contractor to provide certified law enforcement vehicles (other marked LE vehicles like side-by-sides and quads are acceptable for patrols), uniforms, badges, and ammunition. Tasers are permitted for use.
