Sources Sought Notice

This notice is a sources sought synopsis, not a solicitation, to determine potential sources for planning purposes. The Bureau of Reclamation requires refuse removal and disposal services for the Pilot Butte Reservoir Recreation Area in Fremont County, Wyoming. Services will be provided at Sunrise Campground, Windy Cove Campground, and Spillway Campground.

• Trash removal and disposal services.

• The specific scope of work is detailed in the attached DRAFT Performance Work Statement (PWS).

• Contract type contemplated: Firm-Fixed Price with Fixed Unit Pricing.

• Anticipated solicitation release date: April 2, 2026, or earlier.

• Anticipated period of performance: September 1, 2026, to August 31, 2027.

• This is not a request for proposals or quotations.

• Responses are voluntary and will not affect future solicitation evaluation.

• Responses are due by February 27, 2026, 4:30 p.m. Mountain Standard Time.

• Submit responses to Michael Hirsch at mhirsch@usbr.gov.

• The government may decide to set this acquisition aside for small businesses or proceed with an unrestricted solicitation.

• All Small Business Sources are encouraged to respond.

• Interested Small Business Sources should include:

  • Business name, address, cage code, and contact information.
  • Unique Entity ID for SAM.gov.
  • Business Size and Type (e.g., 8(a), HUBZone, Women-owned, etc.).
  • Evidence of experience performing similar work within the last five years (including contract numbers, project titles, dollar amounts, and points of contact for up to three projects).
  • Attachments cataloging equipment assets and resources demonstrating capability.

• Prospective contractors must be registered in the System for Award Management (SAM).

Performance Work Statement (PWS)

To obtain trash and refuse collection and disposal services for the Pilot Butte Reservoir Recreation Area in Fremont County, Wyoming.

• Collection and disposal of trash and refuse from designated sites, including Sunrise Campground, Windy Cove Campground, and Spillway Campground.

• Contractor must furnish all labor, materials, equipment, and supervision.

• Contractor must maintain necessary licenses and permits and comply with all applicable laws and regulations.

• Containers must be provided, maintained in clean condition, and clearly marked.

• Trash removal services are to be performed between 8:00 am and 5:00 pm.

• Collection is required during inclement weather, with make-up collections within 24 hours after severe weather ends.

• Large items (couches, televisions, etc.) are to be reported for separate disposition.

• Disposal of trash must be at an approved county or city landfill.

• Containers must be kept in reasonably clean condition.

• Trash removal must be performed around refuse containers, leaving the area clean.

• Specific collection frequencies are outlined for each location (e.g., weekly, monthly).

• A Volume of Trash Report is required.

• Anticipated contract term: September 1, 2026, through August 31, 2027, with four 1-year option periods.

• Location: Pilot Butte Reservoir Recreation Area, Fremont County, Wyoming.

• Applicable documents include Wyoming Statutes and the Federal Acquisition Regulation (Part 23).

• Deliverables include a Certificate of Liability Insurance and copies of Licenses and Permits.

• Invoices must be submitted electronically through the U.S. Department of the Treasury's Internet Payment Platform System (IPP).

• The government will not furnish any equipment or information.
