YAO Grounds Maintenance

PRE-SOLICITATION NOTICE

This is a Pre-Solicitation Notice with the intent of synopsizing a proposed contract action prior to issuance of the solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on or about April 21, 2025, posted toSAM.gov website. No documents will be available until the solicitation is issued.

The U.S. Department of the Interior (DOI), Bureau of Reclamation (Reclamation), Lower Colorado Region has a requirement for grounds maintenance to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure grounds maintenance is performed at the Yuma Area Office. Work consists of year-round, season-specific grounds maintenance to include an initial clean up, watering, trimming, fertilizing, weed control, tree and hedge pruning and shaping, tree maintenance, cultivating, fertilizing, planting, maintenance of flowerbeds/Xeriscaped areas, and other improved areas. The work includes spraying of pesticides, herbicides, insecticides, and cleaning of sidewalks, steps, patio, ramadas, road areas, photovoltaic parking structure (including solar panels), and maintenance of irrigation system.

Contractor must also have a licensed or certified arborist on staff and must maintain herbicide and pesticide applicator's license and certifications under Arizona Pest Management Division. Proof of current certifications/licenses must be provided once a contract is awarded and must be maintained throughout the length of the contract.

This requirement is restricted as a 100% Small Business Set-Aside.

The North American Industry Classification System (NAICS) Code assigned to this project is 561730 - Landscaping Services and the Small Business Size Standard is $9.5 Million.

This acquisition will be procured in accordance with FAR Part 12 Acquisition of Commercial Products and Commercial Services, and FAR 13 Simplified Acquisition Procedures. The Government contemplates award of one firm fixed price contract with a base year and One 1-year option period.

All proposals, and other documents required for the proposal submittal, including amendments to the proposal, shall be submitted electronically. All dates in this announcement are estimated and are subject to change. No other information will be available before the solicitation is posted.
