Scope of Work

The contractor will be required to provide, operate, and maintain continuous bulk cable television service throughout the VA Medical Center campus. This includes furnishing all necessary headend equipment, distribution hardware, and related components to deliver reliable programming to approximately 151 active service outlets (patient rooms, waiting areas, common areas, administrative spaces).

Key requirements include:

• Delivering a minimum of 72 channels, including basic, extended, premium (as specified), HD (where feasible), and all local broadcast channels.
• Maintaining a minimum 99.5% uptime per service location.
• Operating a 24/7 call center with strict Service Level Agreements (SLAs) for response and resolution times based on outage severity (e.g., Level 1 Critical: 2-hour on-site response, 8-hour resolution).
• Ensuring the system operates as a standalone broadcast distribution system with no electronic connectivity to VA IT networks.
• Performing annual preventive maintenance.

Contract & Timeline

• Anticipated Contract Type: Single-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract.
• Anticipated Period of Performance: One base ordering period (August 1, 2026 - July 31, 2027) followed by four (4) option ordering periods, extending potentially through July 31, 2031.
• NAICS Code: 517111 (Wired Telecommunications Carriers) with a Small Business Size Standard of 1,500 employees.

Set-Aside

Market research is being conducted across various business types, but a total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) is currently anticipated. If SDVOSB responses are inadequate, alternate set-asides (e.g., VOSB, other Small Business) or full and open competition may be considered.
