This is a Notice of Intent to Sole Source for comprehensive vehicle for NJ CARDBOARD, CO-MINGLED PAPER, AND SOLID WASTE REMOVAL for the East Orange and Lyons Campuses of the Department of Veterans Affairs, Network Contracting Office 2. The services are required for the period of April 1, 2026, through May 31, 2026.

• Provide NJ Cardboard, Co-Mingled Paper, and Solid Waste Removal services.

• Services to be provided to Guest Relations.

• Period of Performance: April 1, 2026 - May 31, 2026.

• Interested and capable businesses are requested to respond.

• Responses must include: Business name, business type, socio-economic status, point of contact (phone & email), GSA Contract number (if applicable), and DUNS number.

• A capability statement demonstrating the ability to perform the tasks in the attached Statement of Work (PWS Solid Waste 2 Months) is required.

• Responses must be submitted via email to Clifford.Harrison@va.gov.

• Response Deadline: March 28, 2026, 12 PM EST.

• This notice is for planning purposes only to assist in developing the acquisition strategy (e.g., small business set-aside, full and open competition).

• The attached document is titled "PWS Solid Waste 2 Months".

• This is a Special Notice of Intent to sole source.

• VA assumes no responsibility for costs incurred in preparing responses.

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure services for the removal of cardboard, co-mingled paper, and solid waste for the VA New Jersey Healthcare System at its East Orange and Lyons Campuses.

• Provide firm-fixed-price, indefinite-quantity, indefinite-delivery services for waste removal.

• Services include collection and disposal of cardboard, co-mingled paper, and solid waste.

• Requires provision and placement of various sized compactor and open containers at designated locations.

• Contractor is responsible for container cleaning, maintenance, and repairs (within 24 hours for mechanical failures).

• Contractor must comply with federal, state, and local regulations, including NJDEP licensing (A-901 and CPCN).

• Contractor employees require VA badges and are subject to security inspections.

• Material removed becomes the contractor's responsibility; any spills or contamination must be cleaned at the contractor's expense.

• Containers must be kept clean and sanitized to prevent odors.

• Mechanical repairs to compactors must be completed within 24 hours of reported failure.

• Monthly service reports detailing work performed, volume/weight of material removed, and any issues are required.

• Invoices must include a breakdown and proof of service, validated by the contractor's on-site manager and COR.

• Contract performance period: Two (2) months, April 1, 2026, to May 31, 2026, with a potential two (2) month extension.

• Places of Performance: VA New Jersey Healthcare System, East Orange Campus (385 Tremont Avenue, East Orange, NJ) and Lyons Campus (151 Knollcroft Road, Lyons, NJ).

• Contractor must possess all required NJDEP permits and licenses.

• Employees must obtain VA badges and adhere to site security protocols.

• No photography of VA premises without written permission from the Contracting Officer.

• Contractor shall provide Material Safety Data Sheets for any cleaning agents used.

• Set-aside funding is available for emergency repairs outside the SOW and as-needed services, subject to Contracting Officer approval.
