Quick Summary
The Department of Veterans Affairs (VA), Network Contracting Office 2 (NCO 2), has issued a Notice of Intent to Sole Source for cardboard, co-mingled paper, and solid waste removal services at its East Orange and Lyons Campuses in New Jersey. This is a market research effort to identify potential sources for a two-month requirement, from April 1, 2026, to May 31, 2026, with a potential two-month extension. Responses, including a detailed capability statement, are due by March 28, 2026.
Purpose
This Special Notice is for planning purposes only, aiming to identify businesses with the resources and capabilities to provide comprehensive waste removal services. The information gathered will assist NCO 2 in developing the final requirement and acquisition strategy, which may include determining potential small business set-asides or full and open competition.
Scope of Work
The contractor will provide firm-fixed-price, indefinite-quantity, indefinite-delivery services for the collection and disposal of cardboard, co-mingled paper, and solid waste. This includes the provision and placement of various sized compactors and open containers at designated locations within the VA New Jersey Healthcare System's East Orange and Lyons Campuses. The contractor is responsible for container cleaning, maintenance, and repairs (within 24 hours for mechanical failures). Compliance with all federal, state, and local regulations, including NJDEP licensing (A-901 and CPCN), is mandatory. Contractor employees will require VA badges and be subject to security inspections.
