Submission & Evaluation
Proposals must be submitted via email to t.miller@va.gov and should be organized into three volumes: Technical Capability, Pricing, and Pick Up/Performance Schedule. Evaluation factors include Technical Capability (disposal program, certifications, container provision, PWS qualifications), Subcontracting Management Plan, and Price. Additional Notes
Amendment 0001 extended the proposal deadline and included a new DEI clause (52.222-90). Amendment 0002 attached the "Star Report New Little Rock VAMC" spreadsheet, which provides historical RMW and sharps collection data for pricing and volume estimation. Multiple Wage Determinations are also included, relevant for labor costing in various Arkansas counties. The incumbent contractor is NEIE Medical Waste Services, LLC.
