Scope of Work

The contractor will provide all labor, material, equipment, and supervision for comprehensive trash removal and recycling services. Key services include:

• Waste Removal:
  • One (1) 8-yard compactor emptied three times per week, with 12 additional estimated pickups annually. Includes twice-yearly container replacement and power washing of the cement area.
  • Two (2) 8-yard trash bin containers emptied twice per week.
  • One (1) 30-yard roll-off dumpster emptied twice per month, with 6 additional estimated pickups annually. Disposal fees for approximately four tons per haul (up to 30 hauls/year) are included.
• Recycling Services:
  • Twelve (12) 96-gallon recycling carts emptied weekly for aluminum, paper, plastic, and tin.
  • Lease of one (1) cardboard baler, with bi-weekly baled cardboard pick-ups. Installation, ongoing maintenance, and hauling costs are included in the monthly rental fee.
  • Recycling of wooden pallets with bi-monthly pick-ups, ensuring pallets are not landfilled but taken to a recycling facility.
• General Requirements: All services must maintain cleanliness, prevent spills, and ensure proper positioning of containers. The contractor is responsible for compactor maintenance.

Contract Details

• Contract Type: Firm-Fixed Price
• Period of Performance: A base year (May 1, 2026 – April 30, 2027) with four (4) one-year option periods. The total contract duration, including all options, shall not exceed 5 years and 6 months.
• Set-Aside: 100% Total Small Business Set-Aside.
• NAICS Code: 562111 (Waste Collection) with a $47 million size standard.
• Place of Performance: Grand Junction VA Medical Center, 2121 North Ave., Grand Junction, CO 81501.

Submission & Evaluation

• Site Visit: A site visit is strongly encouraged on March 16th, 2026, at 10:00 AM MST. Contact Medardo Recibe at medardo.recibe@va.gov to confirm attendance and obtain location details.
• Questions Deadline: All questions must be submitted in writing via email by March 18th, 2026, at 12:00 PM MST. Answers will be provided via solicitation amendment.
• Quotes Due: Quotes are due by March 24th, 2026, at 12:00 PM MST. Submissions must be emailed to Stephanie.Cahill@va.gov (4MB email limit). Faxed or hand-carried quotes will not be accepted.
• Submission Requirements: Quotes must include two volumes:
  • Volume I (Technical Capability): Specifications, cut sheets, or brochures proving services meet or exceed SOW requirements.
  • Volume II (Price): Completed pricing schedule.
• Evaluation Factors: Award will be made to the responsible offeror whose offer is most advantageous to the Government, considering Technical capability of services (Factor 1) and Price (Factor 2). Technical capability is paramount; offers not meeting requirements will not be considered, regardless of price. The Government may award to other than the lowest-priced offeror. Award will be on an "All or Nothing Basis."
