Statement of Work (SOW) / Performance Work Statement (PWS)

To provide solid, organic waste, and recycling collection services for the Department of Veterans Affairs Central California Health Care System (VACCHCS) located at 2615 East Clinton Avenue, Fresno, CA 93703.

• Furnish all labor, supervision, materials, equipment, and transportation for waste removal.

• Services include trash, compostable, and recyclable collection, along with debris box service.

• Waste disposal must be at a permitted Class III sanitary landfill in compliance with California Integrated Waste Management Board regulations.

• Contractor is responsible for container delivery, placement, maintenance (cleanliness, repair, painting), and removal.

• Specific container requirements: one 40 cubic yard metal container for solid waste, one 1-3 cubic yard metal container for organic waste, and one 4-6 cubic yard metal container for recycling.

• Containers must be fire-retardant and approved by the Contracting Officer's Representative (COR).

• Contractor must maintain containers in a clean and sanitary condition, with metal compactor containers steam-cleaned monthly.

• Prompt clean-up of oil and/or grease spills is required.

• The VA may require unscheduled or additional pulls, with contract modification if costs exceed 10% of the contract price.

• Repair or replacement of inoperable/damaged equipment must be completed within 30 days of notification.

• A contingency plan is required for repairs/replacements exceeding 30 days.

• Disposal must comply with all Federal, State, County, and City regulations and policies.

• Cleaning of containers must not be performed on Government property and must occur before returning to the VA Medical Center.

• Contractor shall provide a WEIGHT TICKET for each pickup, detailing containers and waste types removed.

• A monthly spreadsheet report to the COR is required, including site, container size, waste type, weight, charges, pick-up frequency, and total tonnage. The format must be approved by the COR.

• Reports should use drop-down lists for sorting and include separate sheets for each month and a fiscal year summary.

• Base Year: October 1, 2026, through September 30, 2027.

• Four (4) Option Years are available, extending performance through September 30, 2031.

• Place of Performance: Department of Veterans Affairs Central California Health Care System, Fresno, CA.

• Contractor personnel must avoid interference with patient care and facility operations.

• Warehouse docks (bay 1 & 2) must not be obstructed.

• Service hours are during business hours; pick-ups on holidays will be rescheduled to the next workday.

• Specific pick-up schedules: Solid waste (Mon-Sat), Organic waste (Mon, Wed, Fri), Recycle materials (Tue, Thu).

• Pick-ups and drop-offs for solid waste are between 8:00 am and 9:00 am, with container return within 60 minutes.

• Invoicing must be submitted electronically via Tungsten Network.

• A Contracting Officer's Representative (COR) will provide technical guidance.
