This is a Combined Synopsis/Solicitation (Request for Offers - RFO) for commercial services, specifically Landscaping/Grounds Services for the Department of Veterans Affairs at the Perry CBOC. The government intends to award a single Firm-Fixed-Price (FFP) contract.

• Provision of all supplies, materials, equipment, labor, supervision, management, and transportation necessary for Landscaping/Grounds Services.

• Services to be performed at Perry CBOC, 224 North Peacock Ave, Perry, FL 32347.

• Contract Type: Firm-Fixed-Price (FFP).

• Period of Performance: One (1) base year with four (4) one-year option periods, for a total potential of five (5) years.

• This acquisition is exclusively set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns.

• Offerors must be registered and verified in the Small Business Administration (SBA) and System for Award Management (SAM.gov).

• Offerors must be actively registered in SAM.gov at the time of award.

• A site visit is scheduled for January 13, 2026, at 11:00 AM EST at the Perry CBOC. Attendance is encouraged but not mandatory.

• All questions must be submitted via email to Bernadette.Quevedo@va.gov no later than January 14, 2025, by 4:00 PM EST.

• Applicable FAR and VAAR clauses are incorporated by reference. Procedures will follow FAR Part 12.

Solicitation / RFP / RFQ

This solicitation is for commercial grounds maintenance services for the Perry VA Clinic located in Perry, Florida. The objective is to maintain the exterior areas in a safe, clean, professional, and well-manicured condition, consistent with North Florida commercial landscaping standards. This is a performance-based service contract.

• Turf Maintenance: Bi-weekly (March-October), Monthly (November-February).

• Aeration and Dethatching: Annually (typically March).

• Fertilization: Turf twice annually; trees and shrubs twice annually.

• Weed Control: Monthly in paved areas; as needed in turf/landscaped areas.

• Insect and Plant Disease Monitoring: Twice annually (treatment requires separate authorization).

• Litter, Trash, and Sweeping: Bi-weekly litter removal; bi-monthly sweeping.

• Irrigation System Monitoring: Monthly inspection (major repairs excluded).

• Pruning and Trimming: Trees annually; shrubs and hedges three times annually.

• Quality Control: Contractor must maintain a commercially standard Quality Control Program.

• Safety and Environmental Compliance: Adherence to OSHA, EPA, State, and local regulations.

• Personnel Conduct: Identifiable uniforms and professional conduct required.

• Contract Type: Firm-Fixed-Price.

• Period of Performance: Base Year (1 year) plus four (4) one-year option periods. POP begins 01-27-2026.

• Estimated Value: $9.5 Million (This appears to be an estimate for the total contract value).

• Hours of Performance: Monday-Sunday, 9:00 a.m. - 5:00 p.m., excluding Federal holidays, unless otherwise approved.

• Submission Instructions: Offerors must complete and return SF 1449, including blocks 12, 17, 23, 24, & 30. FAR 52.212-1 applies.

• Evaluation Factors: Technical and past performance are key evaluation factors. The contract will be awarded to the responsible offeror whose offer is most advantageous to the Government, price and other factors considered.

• Set-Aside: This acquisition is a total set-aside for Certified Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under VAAR 852.219-73 and FAR 52.219-27.

• NAICS Code: 561730 - Landscaping Services, with a size standard of $10 million.

• Limitations on Subcontracting: For services, the contractor will not pay more than 50% of the contract amount to firms that are not certified SDVOSBs.

• Wage Determination: Wage Determination No: 2015-4579, Revision No. 31 is applicable.

• Payment: Monthly invoicing is required. Payment by Electronic Funds Transfer (EFT) is standard (52.232-33).

• Contract Administration: Handled by Network Contracting Office 8 (NCO 8).
