Sources Sought Notice

This notice is issued by the Department of Veterans Affairs (VA), Network Contracting Office 20 (NCO 20), on behalf of the Spokane VAMC. The purpose is to conduct market research to identify potential contractors capable of providing grounds maintenance services. This is a sources-sought notice only, not a solicitation or request for quotes. The government is assessing the availability and capability of verified sources, including qualified SDVOSB/VOSB, to determine the appropriate acquisition strategy. A solicitation may or may not be issued as a result.

Interested parties must provide a capabilities statement containing:

• Business name, address, point of contact, phone number, and email address.
• Business size designation, type, and SAM Unique Identifier Number.
• Affirmation of capability to perform in accordance with the attached Draft Performance Work Statement.
• At least one example of relevant past performance demonstrating similar work and performance standards.
• Affirmation of capability to comply with Limitations on Subcontracting if set-aside for SD/VOSBs or Small Businesses.

Vendors may also provide feedback on the attached Draft Performance Work Statement.

Statement of Work (SOW) / Performance Work Statement (PWS)

The objective of this Performance Work Statement (PWS) is to define the requirements for comprehensive grounds maintenance services at the Mann-Grandstaff VA Medical Center (MGVAMC) in Spokane, Washington. The goal is to ensure the facility grounds are maintained in a clean, safe, healthy, and aesthetically pleasing condition, supporting the VA's mission of providing a welcoming environment.

The contractor shall provide all labor, materials, equipment, supervision, and management for grounds maintenance. Services include:

• Lawn mowing, trimming, and edging

• Lawn aeration and dethatching

• Street and parking lot sweeping

• Leaf and debris removal (seasonal cleanups)

• Chemical treatments (fertilization, weed control)

• Tree and shrub care

• Irrigation system maintenance, repair, and winterization

• Pest control for lawn areas

• Lawn mowing: Grass height between 3-5 inches, clippings removed same day. 95% acceptable quality level.

• Trimming/Edging: Completed same day as mowing, neat edges. 95% acceptable quality level.

• Sweeping: Paved areas free of debris, no obstructed storm drains. 95% acceptable quality level.

• Cleanups: 100% completion of scheduled events.

• Chemical Treatments: 100% compliance with approvals and schedules.

• Tree/Shrub Care: 95% free from unchecked dead/diseased limbs.

• Irrigation: 95% of routine calls responded to within 1 business day; 100% of emergencies addressed immediately.

• Pest Control: 95% of turf free from uncontrolled pest/disease damage.

• Safety: 100% compliance with OSHA/VA standards; immediate incident reporting.

• Environmental: 100% compliance with regulations; no on-site chemical storage.

• Place of Performance: Mann-Grandstaff VA Medical Center, 4815 North Assembly Street, Spokane, Washington 99205.

• Contract Term: One (1) base year from award, with four (4) option years.

• All chemical applications require COR approval at least 7 days prior.

• Licensed applicators are mandatory.

• Contractor must submit a site-specific safety plan and maintain an accident log.

• All work must comply with federal, state, and local environmental laws.

• Contractor is responsible for any damages to Government property.

• A monthly lookahead schedule and 24-hour advance notification for impactful work are required.
