Statement of Work (SOW) / Performance Work Statement (PWS)

To provide Patient Assisted Parking Services for the Fargo VA Health Care System (Fargo VAHCS) main facility to mitigate existing parking issues.

• Provide attendants to greet Veterans, take possession of keys and vehicles, park vehicles, retrieve vehicles, and deliver them to the owner at the facility's front.

• Services are required during operating hours: 7:00 am – 5:00 pm, Monday through Friday, excluding federal holidays.

• Offer up to eight (8) hours per month for special event parking outside normal hours (weekends, holidays), not to exceed 12 events per year.

• Ensure no patient waits more than 10 minutes for vehicle parking or retrieval.

• Direct non-Veteran visitors, employees, and volunteers to self-park.

• Maintain clear fire lines at all times.

• Provide necessary supplies, signage, and equipment, including a locking key cabinet, claim checks, safety cones, operation supplies, and communication devices (e.g., walkie-talkie for VA Police communication).

• Contractor-provided booths must be approved by the mission partner.

• Contractor personnel must wear approved uniforms and nametags at all times.

• Contractor is responsible for any damage or claims related to customer vehicles.

• Maximum patient wait time: 10 minutes.

• Contractor employees must be professional, courteous, and maintain good hygiene.

• Vehicles must be locked and secured after parking.

• No tipping allowed; acceptance of tips will result in disciplinary action.

• Place of Performance: Fargo VA HCS, 2101 Elm Street North, Fargo ND 58102.

• Period of Performance: August 1, 2026, to July 31, 2031 (one base year and up to four option years).

• Firm-fixed pricing contract.

• Contractor must provide all necessary supplies, materials, personnel, and equipment.

• Contractor personnel must undergo a Low Level NACI background investigation prior to starting work.

• Contractor must provide a drug screening program for all personnel.

• Contractor must maintain specific insurance coverage: Motor Vehicle Liability ($100k/$300k/$50k), Comprehensive General Liability ($300k combined single limit), and Patient Assisted/garage insurance ($300k combined single limit).

• Contractor personnel are prohibited from accessing the VA IT system or network.

• Contractor personnel must wear Personal Protective Equipment (PPE) during pandemics or as identified by the Fargo VA HCS.

• Contractor is responsible for all claims of damage or missing/stolen property involving customer vehicles.

Sources Sought Notice

This notice is issued by the Department of Veterans Affairs, Network Contracting Office 23, for market research purposes to determine the availability of Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) sources capable of providing Patient Assisted Parking services for the Fargo VA Health Care System. This is not a solicitation, and no contract will be awarded based on this notice.
