Solicitation

This is a solicitation for commercial items (RFQ) for Linen/Laundry Services for the Northeast Ohio VA Healthcare System, including the Cleveland VA Medical Center and supported Community Based Outpatient Clinics (CBOCs). The procurement is for Full and Open Competition.

• Comprehensive linen supply services: pick-up, processing (sorting, washing, drying, ironing, finishing), delivery, and quality control of linen items.

• Services include general linen items, patient clothing, surgical items, uniforms, lab coats, specialty items (slings, cubicle curtains, etc.), and distribution to various VA facilities and CBOCs.

• Contractor must maintain physical separation of clean and soiled linen facilities, use EPA-approved germicides, and adhere to industry standards (NAILM, IFI, TRSA) and regulatory guidelines (JCAHO, OSHA, CDC).

• Specific requirements for handling patient slings, including a tracking system.

• Contractor must provide all necessary materials, vehicles, and carts.

• A 48-hour par level of linen must be maintained on-site for sustainability.

• Contract Type: Indefinite Delivery Indefinite Quantity (IDIQ)

• Period of Performance: Base (04/01/2026 – 12/31/2026) with three Option Years (2027, 2028, 2029).

• Guaranteed Minimum: $250,000.00 (for the initial fiscal year).

• Maximum Total Value: $8,900,000.00 (inclusive of base and options).

• This solicitation is not set aside; it is Full and Open Competition.

• NAICS Code: 812331 (Linen Supply), Small Business Size Standard: $40.0 Million.

• The government reserves the right to add or remove facilities and adjust quantities.

• Offerors must acknowledge and concur with all amendments.
