Statement of Work (SOW) / Performance Work Statement (PWS)

To ensure the safety of patients, staff, and visitors by providing professional cleaning and maintenance of the VA Central California Health Care System (VACCHCS) Canteen & Patient Kitchen (Nutrition and Food Service - NFS) hood exhaust systems and grease traps.

• Provide comprehensive cleaning, inspection, and maintenance of specified hood exhaust systems and grease traps.

• Services include cleaning hoods, grease removal devices, duct systems (from filters to fans/blowers), and fan assemblies to bare metal.

• Grease traps are to be cleaned using vacuum suction, removing all residue and Fats, Oils, and Grease (FOG).

• Replace any grease filters that cannot be satisfactorily cleaned.

• Document and report any defects found in the systems that could impact performance or function.

• Cleaning must adhere to the most current edition of NFPA 96 and all other applicable federal, state, and local standards.

• Hood exhaust systems and grease traps require quarterly inspection and cleaning, with Canteen Exhaust Hood #2 requiring monthly cleaning.

• Cleaning must be completed after work hours (Canteen ends at 5 PM, NFS ends at 7 PM) with a minimum of 24 hours' notice for schedule changes and Outlook Calendar invites sent 5 days prior.

• Reports with before & after photos are required within 5 business days of service.

• Deficiencies must be reported within 2 business days of identification.

• A Certificate of Performance label must be affixed to each hood after cleaning.

• Place of Performance: Fresno VA Medical Center - 2615 E. Clinton Ave. Fresno, CA 93703.

• Period of Performance: (1) Base Year (June 1, 2026 - May 31, 2027) with four (4) one-year options.

• Contractor must obtain all necessary licenses, permits, and insurance.

• Compliance with all federal, state, and local laws, including OSHA and VA guidelines, is mandatory.

• Contractor personnel must wear company badges or uniforms and obtain VA security badges.

• Lock-out/tag-out (LOTO) procedures must be followed for electrical switches.

• Contractor is responsible for protecting surrounding property and cleaning the work area.

• Personnel must not work alone in interstitial spaces or on rooftops; a minimum of two personnel is required, potentially with COR escort.

• Contractor must check in with the COR/POC before and after work.

• Invoices must be submitted electronically via Tungsten Network.

• Contractor must provide all necessary PPE and ensure employees are trained on its use.

Sources Sought Synopsis

This document is a Sources Sought Synopsis for Exhaust Hood and Grease Trap Cleaning Services for the Department of Veterans Affairs Central California Health Care System (VACCHCS). It is for market research purposes to identify potential vendors, not a solicitation or request for quotes/proposals.
