This is a combined synopsis/solicitation for commercial products or services for a TRU-D Service Agreement for the Department of Veterans Affairs (VA) Eastern Colorado Health Care System (ECHCS) in Aurora, CO. The government is seeking to procure maintenance and service for 8 TRU-D units.

• TRU-D Service Agreement for 8 TRU-D units.

• Includes 1 Preventative Maintenance (PM) per year per unit.

• Covers any other parts and services maintenance requested during the Period of Performance (POP).

• Service requests outside the PM schedule are capped at $2,000.00 per year.

• Offerors must be an Original Equipment Manufacturer (OEM), authorized dealer, and possess authorized Tru-D SmartUVC, LLC Certification, verified by OEM documentation. No gray market or remanufactured items will be accepted.

• Contract Type: Firm-fixed price.

• Period of Performance: Base Year plus three Option Years.

• Total duration, including options, shall not exceed 5 years and 6 months.

• Quotes are due by 2:00 PM Mountain Time on June 15, 2026, submitted via email to eric.adusei@va.gov (4MB email limit).

• Deadline for all questions is 12:00 PM Mountain Time, June 11, 2026.

• Evaluation Factors: 1. Technical capability/quality, 2. Price, 3. Certification and completion of VAAR 852.219-75.

• Award will be made on an All or Nothing Basis.

• This solicitation is set aside for Veteran-Owned Small Businesses (VOSB).

• VOSB status must be VetCert verified and visible in the VA Veteran Small Business Certification (VetCert) database at the time of quote submission and award.

• Reference attached PWS for detailed requirements.

• Offerors must complete and submit VAAR 852.219-75.

• Delivery and acceptance are F.O.B Destination at the VA ECHCS, Aurora, CO 80045.

This document is a "VA NOTICE OF LIMITATIONS ON SUBCONTRACTING—CERTIFICATE OF COMPLIANCE FOR SERVICES AND CONSTRUCTION (DEVIATION)". It requires offerors to certify their compliance with subcontracting limitations if awarded a contract.

• Services Contract: Offeror certifies they will not pay more than 50% of the contract amount to firms that are not certified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) or Veteran-Owned Small Businesses (VOSBs).
• General Construction Contract: Offeror certifies they will not pay more than 85% of the contract amount to non-certified SDVOSBs/VOSBs.
• Special Trade Construction Contractors: Offeror certifies they will not pay more than 75% of the contract amount to non-certified SDVOSBs/VOSBs.
• Certification Acknowledgment: Offerors acknowledge that this certification is subject to penalties for false statements under 18 U.S.C. § 1001.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide preventive maintenance and service for Tru-D® SmartUVC equipment located at the Rocky Mountain Regional Department of Veterans Affairs Medical Center in Aurora, CO.

• Provide comprehensive preventive maintenance and service for specified Tru-D® SmartUVC equipment (models TRU-D86, TRU-D299, TRU-D303, TRU-D304, TRU-D424, TRU-D425, TRU-D766, TRU-D767).

• Ensure proper functioning of the equipment used for disinfecting patient rooms, offices, and exam rooms.

• Onsite Work Hours: 7:30 am - 4:00 pm, Monday through Sunday.

• Technical Support: 24/7 availability via telephone and email.

• Repair Time: Devices must be back in service within 48 hours of reported issues, with onsite repair.

• Loaner Equipment: A loaner unit must be onsite within 72 hours if factory service is required. Backup Ipad Mini and Ipod door Guard must be available onsite 24/7.

• Preventive Maintenance: Annual hospital site visits for maintenance, sensor calibration, and device tune-up.

• Warranty: One-year comprehensive warranty covering defects and workmanship.

• Bulb Replacement: Complete bulb protection plan and replacement of bulbs at end of life.

• Software Upgrades: Tru-D application upgrades provided as released.

• Training: Continuous training and education for operators and managers.

• Web Portal Access: Password-protected access to the Tru-D® Web Portal for usage analytics.

• Outbreak Loaner Pool: One annual 30-day no-cost use of an additional Tru-D device (shipping charges apply), shipped within 72 hours of notification.

• 100% of preventive maintenance services performed within scheduled hours.

• 100% availability of technical support 24/7.

• 100% compliance with providing loaner equipment within 72 hours.

• 100% of devices repaired and back in service within 48 hours.

• 100% completion of annual site visits.

Detailed records of all maintenance, repairs, training, and replacements must be maintained and provided to the VA upon request.

Any performance discrepancies will be reported for immediate resolution. Persistent issues may lead to penalties or contract termination.
