Amendment / Modification

This amendment modifies Solicitation Number 36C26225Q1322 for the collection, transport, and disposition of scrap metal.

Key changes include:

• Removal of Clause 852.215-70 (Service-Disabled Veteran-Owned and Veteran-Owned Small Business Evaluation Factors (Deviation)).

• Removal of Clause 852.219-73 (VA Notice of Total Set-Aside for Certified Service-Disabled Veteran-Owned Small Businesses (Deviation)).

• Addition of Provision 852.219-75 (VA Notice of Limitations on Subcontracting – Certificate of Compliance for Services). This provision requires the certification to be completed, signed, and returned with the offeror's bid, quotation, or proposal.

• Clauses 852.215-70 and 852.219-73 have been removed.

• Provision 852.219-75 has been added.

Offerors must ensure the newly added Provision 852.219-75 is completed, signed, and submitted with their offer. Failure to do so may preclude the offeror from consideration for award.

This solicitation is for the collection, transport, and disposition of scrap and miscellaneous metal for the Department of Veterans Affairs Long Beach VA Healthcare System. The service aims to manage generated scrap metal, excluding toxic or hazardous waste, and potentially generate alternative revenue through recycling.

• Provide bins for scrap metal collection (40' size, located at Bldg 149 and Bldg 7).

• Replace full bins with empty bins on an as-needed basis (approx. monthly).

• Perform up to twenty (20) pickups per contract period.

• Pickups must occur within two working days of notification.

• Transport scrap metal to a permitted recycling facility.

• Provide documentation for each pickup (weight tickets, disposal receipts, payment for recycled materials) within 3 business days.

• Trucks must be equipped with a warning device for backing up.

• Ensure trucks do not dispose of or drain liquid on VA grounds and clean up any spills.

• Maintain contractor-owned containers in neat appearance and replace unsuitable ones within seven business days.

• Provide proof of guaranteed available disposal privileges with the quote.

• Comply with all applicable Federal, State, and local laws, rules, and regulations.

• Obtain necessary licenses and permits.

• Provide insurance certificates (Worker's Compensation, Professional Liability, Vehicle).

• Adhere to VA Directives 7343, 7345, and 7346.
