Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for Regulated Medical Waste (RMW), Pharmaceutical Removal, and Reusable Sharps Exchange Services for the Department of Veterans Affairs (VA) New York Harbor Health Care System (NYHHS) across its three campuses and associated Outpatient Clinics.

• Regulated Medical Waste (RMW) Removal: Collection, transportation, and off-site disposal of RMW, Trace-Chemotherapeutic Waste, Pathological Waste, and Pharmaceutical Waste. This includes providing appropriate, compliant containers (leak-proof, stackable, lidded, biohazard-symbolled, DOT-marked), replacing full containers with sanitized empties, and ensuring proper manifest documentation.

• Pharmaceutical Waste Disposal: Non-hazardous pharmaceutical waste must be disposed of via RMW incineration. The contractor is responsible for all necessary licenses, permits, and strict compliance with federal, state, and local regulations. Disposal must be via incineration, not sterilization and landfilling.

• Reusable Sharps Exchange Services: Providing and exchanging sharps containers (rigid, puncture-proof, leak-proof) at various locations. This includes furnishing containers of specified sizes and types, ensuring timely exchanges (½ to ¾ fullness), and managing collection/transport of used containers.

• Base Period: 10/1/2026 - 9/30/2027

• Option Periods: Four additional 12-month periods through 9/30/2031.

• Locations: NY Harbor Healthcare System (Manhattan VAMC, Brooklyn VAMC, St. Albans Community Living Center) and associated Outpatient Clinics (Harlem CBOC, Staten Island CBOC).

• Contractor Qualifications: Must submit copies of all relevant licenses and permits, Certificate of Liability Insurance, a Contingency Plan, and documentation for weighing equipment accuracy.

• Container Specifications: Containers must meet specific requirements for leak-proof, damage-free, and weight limits (35 lbs max lift for government employees). Specific container types and sizes are detailed for different waste streams and locations.

• Manifesting & Reporting: Contractor must complete and submit manifests for each pickup and provide monthly reports on waste streams, weights, and plastic diverted.

• Training: Annual training for government staff on DOT HAZMAT, bloodborne pathogens, and PPE is required.

• Compliance: Strict adherence to all Federal, State, and Local regulations (EPA, DOT, OSHA, NYS DEC/DOH, NYC laws) is mandatory for waste handling, transportation, and disposal.

Sources Sought Notice

This notice is issued by the Department of Veterans Affairs (VA) Network Contracting Office (NCO) 2 to gather information on potential sources for Sharps and Regulated Medical Waste Services. The VA intends to establish a new service for the VA NY Harbor Healthcare System, with services required starting October 1, 2026. This is not a solicitation, and no contract will be awarded based on this notice.

The Statement of Work (SOW), attached separately, details the full requirements. Bidders should be able to perform 100% of the work outlined in the SOW.

Interested contractors capable of meeting all SOW requirements are requested to email a capabilities statement to Leia.LaBruna@va.gov by Wednesday, May 20, 2026, at 12:00 PM EST. The capabilities statement must demonstrate the company's knowledge, equipment, and abilities. It should also include:

• Documentation of proper certifications as detailed in the SOW.
• Identification of any subcontracted work, including subcontractor credentials and business size.
• Pertinent points of contact for company and socioeconomic verification.
• 2-3 instances of relevant past experience, including subcontractors.
• Identification of any Federal Supply Schedules that may carry the desired services.

This Sources Sought is being used to determine the viability of a set-aside to a specific socio-economic category. Contractors must identify their NAICS code (562112 – Hazardous Waste Collection) and their business size status under that NAICS. Documentation supporting small business categories (e.g., SDVOSB, VOSB) is required. Failure to provide requested information may result in the contractor not being considered in the Government’s Procurement Strategy.
