• Requirement Type: This is not a new requirement; it is a renewal of contract 36C25025P1146.
• Attachment A / Price Schedule: "Attachment A" has been removed from the PWS. Bidders should use the Price Schedule for quotes.
• Compactor: The contractor is responsible for providing the compactor.
• Medical Waste: Medical waste will not be included with the waste removal services.

No impact on requirements, due dates, or submission rules was noted. Bidders should refer to the Price Schedule instead of Attachment A.

Solicitation / RFP / RFQ

This solicitation, 36C25026Q0229, is issued by the Department of Veterans Affairs, Network 10 Contracting Office, for General Waste Removal and Recycling Services at the Battle Creek VA Medical Center (BCVAMC) located at 5500 Armstrong Road, Battle Creek, Michigan 49037. The procurement will result in a firm fixed-price contract and is conducted as a comparative analysis utilizing FAR Part 12.

• Provide general waste removal and recycling services, including all necessary containers.

• Maintain containers in good repair, freshly painted, and ensure they are low profile (except for Bldg #5 dock style).

• Ensure containers are fully enclosed, vermin-proof, leak-proof, and fire retardant.

• Contractor is responsible for picking up scattered waste and complying with all Federal, State, and County waste regulations.

• Services are required Monday through Friday, 8:00 AM to 4:30 PM, excluding Federal Holidays, with collections not before 5:00 AM.

• Emergency and roll-off pick-ups will be handled via separate purchase orders.

• Specific recycling services include single-stream (plastic, metal, glass) and cardboard/unsoiled paper collection with defined frequencies and locations.

• Contractor personnel must be clearly distinguishable and wear name badges. A project manager must be appointed and available on-site within three hours for issues.

• Contract Type: Firm Fixed Price.

• Period of Performance: A base year (April 1, 2026 – March 31, 2027) with two one-year options, for a total potential duration not exceeding five years.

• Submission Requirements: Signed SF1449, completed price schedule, VA Notice of Limitations on Subcontracting Certificate of Compliance (852.219-75), and all certifications listed in the Statement of Work. All amendments must be acknowledged.

• Evaluation Factors: Price and Previous Performance.

• The Government intends to award without discussions but reserves the right to conduct them.

• This acquisition is Unrestricted.

• Invoices must be submitted electronically via the Tungsten Network.

• The Service Contract Labor Standards (FAR 52.222-41) applies, with a wage determination (WD 2015-4835, Revision 30) for Refuse Collector (Position 99730) in Calhoun County, MI, specifying a monetary wage of $19.83 and fringe benefits of $5.55.

• Offerors must complete representations and certifications regarding covered telecommunications equipment/services, FASCSA orders, Sudan, and Iran (FAR 52.240-90).
