This is a combined synopsis/solicitation (RFQ) for interior and exterior window cleaning services at the Ann Arbor VA Medical Center. The Department of Veterans Affairs, Network Contracting Office 10, is seeking a contractor to provide these services for one year with four one-year option periods.

• Scope: Comprehensive interior and exterior window cleaning for all buildings, trailers, and parking structures on campus. This includes cleaning window frames, glazing, sills, and screens. Approximately 5,850 windows (51,750 sq ft per side) require cleaning twice annually (Job #1: Interior & Exterior, Job #2: Exterior Only).

• Cleaning Standards: Surfaces must be clean, free of film, smudges, foreign matter, streaks, and stains. Run-off from exterior cleaning must be managed to prevent staining.

• Safety: Adherence to all OSHA requirements, including fall protection (29 CFR 1910.140 and 1926). Contractor must meet with VA Safety and Engineering staff before work begins. Use of scaffolding, bosun's chairs, harnesses, or ladders (2nd story and below) is permitted. Industrial man lifts require prior approval. Building equipment cannot be used for anchoring.

• Chemicals: Safety Data Sheets for all cleaning chemicals must be provided.

• Scheduling: Coordinate all cleaning with the Service POC/COR. Complete all work within 31 consecutive days per job.

• Staffing: Personnel must be trained and certified for equipment use. Contractor staff must wear distinct uniforms and visible identification badges.

• Contract Type: Firm-fixed-price.

• Period of Performance: Base Year: June 30, 2026 – June 29, 2027. Option Years extend through June 29, 2031.

• Estimated Value: Not specified.

• Set-Aside: 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns.

• Registration: Must be registered in the System for Award Management (SAM) at the time of offer.

• SDVOSB Certification: SDVOSB offerors must have active certifications verified in the SBA's Small Business Search tool by the solicitation closing date.

• Vendors are prohibited from contacting the facility directly regarding this RFQ.

• Offerors must include a statement regarding acceptance of solicitation terms and conditions.

• A site visit is scheduled for April 27, 2026, at 10:00 a.m. (Vendors are prohibited from asking questions at the site visit).
