• Roof Anchors: Roof anchors are present on the main Medical Center building but not on the "Liberty" building. They were last certified in January 2023.

• Inaccessible/Obstructed Windows: Currently, there are no windows identified as obstructed.

• Window Screens: Approximately 5,850 windows exist, with screens on less than 10% of them. The contractor is responsible for removing, cleaning, and replacing screens as per the SOW.

• Building Height: The maximum building height is 11 stories, including penthouse windows.

• Structural Anchors: Anchors for window cleaning apparatus are only available for approximately 1/3 of the roof.

• Skylights: There are no skylights requiring cleaning.

• Atriums: There is one atrium.

• Last Cleaning: Windows were last cleaned in the first two weeks of March 2026.

• Inside/Outside Cleaning: Both inside and outside window surfaces are to be cleaned, as clearly stated in the SOW.

• Incumbent and Contract Value: The incumbent contractor is Top of The Line Services, LLC. The current contract has a total value of $225,000.00 over five years (base year plus four option years).

• The response date/time for the RFQ remains May 7, 2026, at 10:00 AM Eastern Time, New York, USA. No extension is indicated.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for interior and exterior window cleaning services at the Ann Arbor VA Medical Center. The Department of Veterans Affairs, Network Contracting Office 10, is seeking a contractor to provide these services for one year with four one-year option periods.

• Scope: Comprehensive interior and exterior window cleaning for all buildings, trailers, and parking structures on campus. This includes cleaning window frames, glazing, sills, and screens. Approximately 5,850 windows (51,750 sq ft per side) require cleaning twice annually (Job #1: Interior & Exterior, Job #2: Exterior Only).

• Cleaning Standards: Surfaces must be clean, free of film, smudges, foreign matter, streaks, and stains. Run-off from exterior cleaning must be managed to prevent staining.

• Safety: Adherence to all OSHA requirements, including fall protection (29 CFR 1910.140 and 1926). Contractor must meet with VA Safety and Engineering staff before work begins. Use of scaffolding, bosun's chairs, harnesses, or ladders (2nd story and below) is permitted. Industrial man lifts require prior approval. Building equipment cannot be used for anchoring.

• Chemicals: Safety Data Sheets for all cleaning chemicals must be provided.

• Scheduling: Coordinate all cleaning with the Service POC/COR. Complete all work within 31 consecutive days per job.

• Staffing: Personnel must be trained and certified for equipment use. Contractor staff must wear distinct uniforms and visible identification badges.

• Contract Type: Firm-fixed-price.

• Period of Performance: Base Year: June 30, 2026 – June 29, 2027. Option Years extend through June 29, 2031.

• Estimated Value: Not specified.
