This information is crucial for bidders who may need to schedule or coordinate site visits as part of the solicitation process. It allows vendors to directly contact the appropriate personnel at each location to gather necessary information or make arrangements, ensuring efficient communication and planning for site assessments.

Performance Work Statement (PWS)

This PWS outlines the requirements for window, glass, and surface cleaning services at nine Veterans Affairs Medical Centers (VAMCs) within VISN04. The goal is to ensure these facilities are clean and available for use.

The contractor must provide all personnel, equipment, supplies, and services necessary to perform window, glass, and surface cleaning. This includes cleaning windows, glass indoors, glass ventilators, blanks, fiberglass panels, window frames, sills, screens, and tracks. The contractor must also report any observed conditions such as screen tears, cracked windows, damaged seals, or inoperable windows.

• Surfaces must be clean and free of streaks, smears, soap residue, dirt, paint specs, or other foreign debris.

• Cleaning solutions, compounds, and chemicals must be wiped and absorbed, leaving surfaces and surrounding areas dry.

• The contractor must adhere to an Acceptable Quality Level (AQL) of 100% for cleaning standards and timely submission of required documents.

• Performance will be evaluated based on the Quality Assurance Surveillance Plan (QASP), with ratings of Exceptional, Satisfactory, or Unsatisfactory.

• The contract will be an Indefinite Delivery/Indefinite Quantity (IDIQ) Requirements contract.

• Services will be performed at the nine VAMC facilities listed in Section 2.4, with specific locations defined in Task Orders (TOs).

• The contractor must be capable of starting work within eight weeks of TO award.

• Personnel: Contractor employees must be clearly identified, present a neat appearance, and wear distinct uniforms or adhere to a specific dress code. Project Managers and Facility Managers must be designated with alternates and possess full authority. Employees must be able to read, write, speak, and understand English.

• Certifications: Contractor employees must hold IWCA certifications (Certified Commercial Ground, Certified Rope Descent Systems, Certified Suspended Scaffolds) or equivalent, subject to CO and FCOR approval.

• Safety: All work must be performed safely, complying with OSHA, IWCA, and other applicable regulations. Site-specific safety requirements and chemical usage must be coordinated with the FCOR. The FCOR reserves the right to stop work for unsafe practices.

• Access & Security: The contractor must adhere to facility-specific access control procedures and safeguard government property.

• Equipment: The contractor must provide all necessary equipment. Government-furnished property or materials will not be provided, though limited use of electricity and water is permitted.

• Reporting: The contractor must submit Cleaning Cycle Schedules, Post Cleaning Reports, and Condition Reports as required.

• Simultaneous Operations: The contractor must be capable of conducting simultaneous cleaning operations at up to four VAMCs.

• Cleaning Cycles: Specific cleaning cycles (CCs) with estimated window counts and locations are detailed for each VAMC. Completion times for cleaning cycles vary by facility.

• The document includes detailed tables for each VAMC specifying locations, inside/outside cleaning requirements, estimated window counts, and building heights.

• Specific restrictions apply to certain campuses regarding suspended scaffolds and rope descents.

• The Quality Assurance Surveillance Plan (QASP) is provided as Attachment 1, detailing surveillance methods, performance standards, and remedies.

Sources Sought / Request for Information (RFI)

This notice is a Sources Sought/RFI from the Department of Veterans Affairs, Network Contracting Office 4 (NCO 4), seeking capable and responsible sources for Window, Glass, and Surface Cleaning Services for 8 VA Medical Centers. The collected data will be used for market research to develop an acquisition strategy, including potential socio-economic set-asides.

• Window, Glass, and Surface Cleaning Services are required in accordance with the draft Performance Work Statement (PWS).

• A draft PWS and a site visit point of contact list are attached for reference.

• The government anticipates awarding a 5-Year Fixed Price (per unit) Indefinite Delivery Requirements Contract.

• This is a follow-on requirement.

• Interested parties should submit a brief statement of interest and capabilities via email.

• Include any identified ambiguities or concerns about the draft SOW with your response.

• If holding a GSA Federal Supply Schedule contract within scope, identify the contract number.

• SDVOSB and VOSB firms must include proof of SBA VetCert certification.

• All respondents are encouraged to include a brief capability statement covering information in the draft SOW.

• The current set-aside is SBA.

• While SDVOSB/VOSB contractors are preferred, all capable contractors are welcome to respond.
