This is a combined synopsis/solicitation for commercial products or services for poured-in-place playground resurfacing and repair at Cannon Air Force Base, New Mexico. This announcement constitutes the only solicitation; no separate written solicitation will be issued. The solicitation incorporates provisions and clauses by reference.

• Poured-in-place playground resurfacing and repair.

• Period of Performance: Delivery required within 90 days after receipt of order.

• Evaluation Factors: Technical, Past Performance, and Price.

• The Government intends to award without discussions.

• Set-Aside: Total Small Business Set-Aside.

• Size Standard: 100 employees.

• Offerors must be registered in SAM.gov and certified by the SBA at the time of submission.

• A site visit is scheduled for May 15, 2026, at 3:00 PM Mountain Time at the Youth Center Annex. Interested parties must provide visitor access information by May 12, 2026.

Statement of Work (SOW)

To provide, deliver, and install new poured-in-place surfacing for the School Age Playground at Cannon AFB, NM, replacing the old tan surfacing.

• Install new poured-in-place surfacing over the existing tan surfacing.

• Ensure the playground surfacing meets all CPSC, ASTM, ADA, and UFC 4-740-14 requirements.

• Remove existing surfacing and prepare the site for installation.

• Provide a fully compliant, safe, and durable playground surfacing system.

• Surfacing must provide adequate fall protection for children ages 5-12.

• The design must support ADA accessibility.

• All deliverables must be complete, accurate, and sufficient for installation and compliance verification.

• Contractor performance will be evaluated in accordance with the Quality Assurance Surveillance Plan (QASP).

• Location: Bldg. 1434, School Age Program, 334 D.L. Ingram Ave., Cannon AFB, NM 88101.

• Performance Period: To be established in the contract.

• Materials must be durable, maintainable, and compliant with all applicable codes.

• Contractor work hours must comply with base access and safety requirements.

• The contractor shall leave the site clean, safe, and free of debris upon project completion.

• A warranty is required, with claims addressed within 72 hours and corrective actions completed within 5 business days. Failure to respond may result in the government taking corrective action at the contractor's expense.
