Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Air Force Technical & Analytic Support in Professional Services (AFTAS PRO) for the Office of the Assistant Secretary of the Air Force for Acquisition, Technology and Logistics (SAF/AQ) in 2026. The objective is to provide specialized support to advance the goals and objectives of the Air Force acquisition enterprise.

The contractor shall provide services, materials, supplies, equipment, and project supervision. Key task areas include:

• Program Management: Overseeing all contractor work, including strategic planning, budgeting, staffing, and quality standards.
• Strategic and Acquisition Planning: Assisting in the creation and upkeep of strategic plans, supporting development, integration, and execution of acquisition program planning, assessments, and reviews.
• Information Technology (IT) Support: Services related to system sustainment, implementation, integration, process improvement, portfolio transformation, and investment methodology development. This includes evaluating emerging technologies like AI and ML.
• Industrial Base Support: Providing technical and analytical support to ensure a robust, secure, and resilient defense industrial base. This involves analysis of the industrial base, IT systems, data analytics, and strategic insights.
• Artificial Intelligence (AI) Support: Providing expertise for AI integration, advisory services, data interoperability, governance, and system verification.
• Modernized Process Model (MPM) Maintenance: Maintaining and updating the DAF MPM, a visual acquisition process map.

Performance objectives are summarized in Section III, including:

• Smooth transition of contracted operations.

• Adherence to project management plans, timelines, and cost projections.

• Filling Program Manager positions with qualified personnel.

• Effectively replacing/substituting personnel.

• Providing qualified staff at the start date.

• Avoiding/mitigating organizational conflicts of interest.

• The PWS covers services for 2026.

• Place of performance includes Government facilities at the Pentagon, Joint Base Anacostia Bolling, and other locations as deemed necessary. Contractor-provided facilities may also be required.

• Government Furnished Property (GFP): The Government will provide workstations, office supplies, computer equipment, software, and network access. Laptops will be provided to contractor personnel, except for the Program Manager.

• Security: Requires an active Secret Facility Security Clearance and adherence to security instructions, including COMSEC and OPSEC.

• Personnel Management: Contractor must maintain a stable workforce with low turnover and fill vacancies within 30 days. Personnel must present a professional demeanor and meet specific qualifications.

• Reporting: Includes quarterly Program Management Reviews (PMRs) and Project Management Plans (PMPs).

• Travel: Reimbursement for travel is envisioned, with specific coordination and approval requirements for CONUS and OCONUS travel.

Request for Information (RFI) / Sources Sought

This RFI is issued for market research and acquisition planning purposes for the Air Force Technical & Analytic Support in Professional Services (AFTAS Pro) 2026 program, supported by the Office of the Assistant Secretary of the Air Force for Acquisition, Technology and Logistics (SAF/AQ). It is not a solicitation, RFP, or RFQ, and does not commit the Government to a future contract. The RFI aims to identify potential sources, assess industry capabilities, and gather market insights for the AFTAS Pro 2026 Performance Work Statement (PWS).

• Recommended CLIN structures (FFP, T&M, FFP-LOE) for a mix of steady-state and specialized tasking.
• Industry best practices for structuring CLINs for specialized labor or surge requirements.
• Identification of tasks ill-suited for a Fixed-Price model, with rationale and alternatives.
• Recommendations for Incentive Structures (e.g., award fees, performance-based bonuses) to drive innovation and retention.
