This Performance Work Statement (PWS) outlines the requirements for Air Force Technical & Analytic Support in Professional Services (AFTAS PRO) for the Office of the Assistant Secretary of the Air Force for Acquisition, Technology and Logistics (SAF/AQ). The contract aims to provide specialized support for the Air Force acquisition enterprise.

The contractor will provide services, materials, supplies, equipment, and project supervision. Key areas of support include:

• Program Management: Leading strategic planning, budgeting, staffing, and ensuring quality work standards.
• Strategic and Acquisition Planning: Assisting in the creation and upkeep of strategic plans, supporting development, integration, and execution of acquisition program planning, and enhancing the acquisition process.
• Information Technology (IT) Support: Including system sustainment, implementation, integration, process improvement, portfolio transformation, and investment methodology development. This also covers AI and Machine Learning integration, data architecture, and IT compliance.
• Industrial Base Support: Providing technical and analytical support to ensure a robust, secure, and resilient defense industrial base. • Artificial Intelligence (AI) Support: Integrating existing and emerging AI capabilities into the enterprise, advising on AI technologies, ensuring data interoperability, and monitoring AI system performance.
• Modernized Process Model (MPM) Maintenance: Maintaining and updating the DAF MPM tool and conducting training.

Service requirements are summarized into performance objectives with defined performance thresholds. These include:

• Service Summary (SS-1): Smooth transition of contracted operations.
• Project Management Plans (SS-2): Adherence to scheduled timelines and budget projections.
• Program Manager Position (SS-3): Position filled with qualified personnel at all times.
• Personnel Replacement (SS-4): Vacancies filled with qualified personnel within 30 days with no mission impact.
• Qualified Staff at Start Date (SS-5): Qualified personnel on the job at start date.
• Organizational Conflicts of Interest (SS-6): Avoiding, eliminating, or mitigating organizational conflicts of interest.

Performance is expected to occur at various Government facilities including the Pentagon and Joint Base Anacostia Bolling. Offsite contractor personnel may be located at contractor facilities within 15-30 minutes of the Pentagon. • Government Furnished Property (GFP): The Government will provide workstations, office supplies, computer equipment, software, and network access. The contractor will maintain a GFP list.
