Quick Summary
The U.S. Immigration and Customs Enforcement (ICE), under the Department of Homeland Security, has posted a Justification for Other Than Full and Open Competition (J&A) for a sole-source contract modification. This action is to continue safety and wellness checks for Unaccompanied Alien Children (UAC) previously released from the Office of Refugee and Resettlement (ORR) across the United States. The modification is being awarded to MVM, Inc. due to an unusual and compelling urgency.
Scope of Work
This modification supports critical services including:
- Locating UACs released into the community.
- Conducting site visits to assess the overall wellness of UACs.
- Ensuring UACs and their sponsors understand their legal responsibilities, including release conditions and court appearances.
- Collecting accurate and consistent data to inform operational and policy decisions.
Contract Details
- Type of Action: Contract Modification (Sole-Source)
- Contractor: MVM, Inc.
- Period of Performance: 12 months (Base Period)
- Funding Type: Health and Human Services (HHS) – Reimbursable, FY2025
- Existing Contract: UAC and Family Transportation IDIQ (70CDCR24D00000002), with a base period through March 31, 2029.

Eligibility / Set-Aside
This action is being conducted on a sole-source basis with MVM, Inc. The justification cites 41 U.S.C. §3304 and FAR 6.103-2 (Unusual and compelling urgency) as the statutory authority. Market research, including an RFI in December 2025, indicated that only MVM Inc. was capable of meeting the immediate requirements.
Notes
This document is a justification, not a solicitation for proposals. The urgency is based on the immediate risk to missing children and the need to protect minors from trafficking and exploitation. ICE plans to use the data collected from this effort to inform requirements for a future competitive Request for Proposals (RFP).
