Scope of Work
Contractors will be responsible for:
- Confirming Addresses: Identifying, reviewing, and verifying the accuracy of residential addresses for UAC and FUAC using available databases and records.
- Conducting Site Visits: Performing in-person visits to confirmed addresses to verify physical presence and assess mail receipt. For FUACs, verbal consent is required for wellness checks and site visits.
- Observing Overall Wellness: Assessing for signs of abuse, abandonment, neglect, or trafficking (with immediate notification to ICE within 24 hours if indicated). This includes confirming school enrollment for school-aged UAC and informing UAC/sponsors of legal responsibilities.
- Updating ICE Systems: Accurately collecting and entering data into ICE Systems of Record within 24 hours of receipt of new information. Contractors will use a provided portal for case sharing, not direct ICE system access.
- Program Management: Providing effective program management, including staffing plans, quality control procedures, and comprehensive training for all personnel.
Contract Details
- Contract Type: Multiple hybrid FFP and Cost-Reimbursable IDIQ contracts.
- Period of Performance: A two-year base period, split into two one-year ordering periods, with an option to extend services for up to six months (FAR 52.217-8).
- Minimum Order: 1,000 cases per IDIQ contract award.

Special Requirements

- Security: Adherence to IT Security Awareness Training, Privacy Training, and safeguarding Controlled Unclassified Information (CUI) is mandatory.
- Reporting: Daily, weekly, monthly, and annual reports are required, along with immediate reporting of serious program issues or employee misconduct.
