SAGU Vault Toilets & Septic Tank Pumping

This is a combined synopsis/solicitation (RFQ) for commercial services to provide vault toilet and septic tank pumping services at Saguaro National Park (SAGU). The acquisition is set-aside for small business concerns.

• Pumping and removal of effluent, sewage, sludge, grease, and solids from septic tanks, lift stations, and vault toilets.

• Transport of all waste in sealed, leak-proof tankers to an ADEQ-approved wastewater treatment facility.

• Cleaning and disinfection of vault interiors, lids, risers, and immediate work areas after each service.

• Prevention and remediation of spills, leaks, or overflows in compliance with EPA SPCC regulations.

• Provision of scheduled pumping services and emergency response within 24 hours.

• Submission of a site-specific Accident Prevention Plan (APP) within 14 days of award.

• Provision of Personal Protective Equipment (PPE) meeting ANSI standards.

• Contract Type: Firm-fixed price commercial contract/award.

• Period of Performance: Base Year (12 months from Notice to Proceed) plus up to four (4) additional 12-month option periods.

• Questions Due: May 20, 2026, by 12 PM MT.

• Quotes Due: June 8, 2026, by 12 PM MT.

• Evaluation Criteria: Award will be made to the offeror providing the best value based on price, technical qualifications, and prior experience.

• 100% Total Small Business Set-Aside.

• Offerors must obtain a Unique Entity Identifier (UEI) and be registered and "active" in the System for Award Management (SAM) at the time of quote submission and award.

• NAICS Code: 562991, Small Business Size Standard: $9 M.

• Site visits are scheduled for May 19, 2026 (Tucson Mountain District) and May 20, 2026 (Rincon Mountain District). Attendance is strongly encouraged.

• Attachment 2: Price Schedule is required for pricing.

• A Capabilities Statement or Project Narrative and documentation of three prior experiences are required.
