Performance Work Statement (PWS)

This PWS outlines the requirements for non-hazardous Municipal Solid Waste (MSW) refuse collection and disposal services to support government personnel during exercise operations on Saipan.

• Provide qualified personnel, supervision, transportation, operating costs, and containers for refuse collection and disposal.

• Dumpster Capacities: Minimum total on-site capacity of 40 Cubic Yards at the Cowtown Site. The contractor has flexibility in determining the number and size of containers to meet this minimum.

• Collection Frequency: Empty all containers at a minimum of once per week. Implement dynamic servicing to ensure no dumpster exceeds 80% of its volumetric capacity at any time.

• Environmental & Spillage Control: Maintain clean, sanitary, and odor-controlled dumpsters with securely closed lids. Ensure zero spillage during collection, loading, and hauling, with immediate cleanup of any spills. All waste must be disposed of at a legally approved, licensed waste management facility in accordance with local CNMI laws.

• Excluded Waste: The contract is strictly for standard Municipal Solid Waste (MSW). Hazardous materials, toxic waste, medical waste, lithium batteries, and electronics are excluded.

• Place: Cowtown Site (Saipan). Specific coordinates will be provided by the Contracting Officer's Representative (COR) at the time of award.

• Period: June 1st to July 16th.

• Contract Administration: The Contracting Officer (KO) is the sole authority for contract changes. A Contract Manager must be designated within five (5) days of award and be available during the Period of Performance, responding to KO or COR within two (2) hours.

• Emergency Contact: A 24-hour emergency telephone number must be provided for urgent requirements or service discrepancies, with a response and corrective action initiated within two (2) hours of notification.

• Supervision: Contractor personnel must be supervised by the Contractor, not the U.S. Government.

• Government Liability: The U.S. Government is not responsible for Acts of God or normal wear and tear on equipment. The USG is only responsible for damage exceeding normal wear resulting from direct negligence of USG personnel.

• Quality Control: Maintain a Quality Control (QC) program. The Government reserves the right to require re-performance of non-conforming services at no additional expense.

• Security & Access: Obtain necessary identification and vehicle passes for employees and vehicles entering military exercise footprints at Cowtown and Saipan International Airport. Coordinate access with the designated USAF POC. Adhere to Installation/Exercise Commander's standards of conduct.

• Safety: Ensure all safety requirements are met during services and immediately report all accidents, spills, or incidents to the Government COR.

• Timeliness of Container Setup: 100% on-time delivery and operational status by May 29th.

• Capacity Management: No container to exceed 80% volume capacity at any time (100% Compliance).

• Environmental Protection: Zero spillage and secure closed lids (100% Spill-Free).

• Emergency Response Time: Contract Manager response within 1 hour; field dispatch within 2 hours (100% of emergency requests met within time limits).
