Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing self-sustained and self-contained portable shower services for 65 personnel supporting exercise operations at Cowtown Site in Saipan, Commonwealth of Northern Mariana Islands.

• Provide a minimum of 10 shower stalls for male personnel and 3 for female personnel.

• Ensure shower units are self-sufficient, including freshwater supply, on-site power generation (with fuel), and plumbing for wastewater containment.

• Responsible for regular pumping, transportation, and lawful off-site disposal of grey water.

• Provide all necessary equipment, tools, materials, transportation, labor, and logistics.

• Shower units must be fully operational and ready by 0800 hours on June 7th.

• Maintain a minimum capacity of 10 shower stalls for males and 3 for females.

• Provide a minimum of 1,000 gallons of non-potable water per day, maintaining a tank level of at least 200 gallons.

• Grey water storage tanks must support a minimum of 1,000 gallons per day and not exceed three-quarters (3/4) capacity.

• Daily servicing of shower units, including inspection, filling, and/or draining tanks.

• Respond to and resolve emergency service requests (e.g., overflow, damage, malfunction, power failure) within two (2) hours of notification.

• Zero discharge of grey water or wastewater onto the ground; all wastewater must be transported off-site for lawful disposal.

• Period of Performance: June 7th to July 10th.

• Place of Performance: Cowtown site, Saipan, Commonwealth of the Northern Mariana Islands. The site has no existing power, water, or wastewater infrastructure.

• Adherence to Local, State, and Federal building codes, including UFC, NEPA, NEC, and NSPC.

• Installation of shower units must be level with the ground and securely fastened.

• Utilize secondary containment for generators and bulk fuel storage.

• Contractor personnel must coordinate site access, conduct themselves professionally, and comply with site safety and security protocols.

• Designate a primary point of contact (POC) and an alternate, available 24/7 for emergency service requests.

• Maintain quality control over all services provided.

• Adhere to a comprehensive safety plan compliant with OSHA standards and site-specific regulations.

• Ensure all personnel wear appropriate Personal Protective Equipment (PPE).

• Immediately report all accidents and incidents to the Government POC.

• Government will provide space for setup and site maps indicating placement locations and POCs. Contractor provides all necessary equipment.

Solicitation / RFP / RFQ

This solicitation is for turn-key, self-contained portable shower services to support military exercise operations at the Cowtown site in Saipan. The services are required from June 7th through July 12th.

• Provision of a minimum of 10 shower stalls for males and 3 separate stalls for females.

• Services must be entirely self-sufficient, including power generation, fuel, and a daily supply of at least 1,000 gallons of non-potable water.

• 100% containment and lawful off-site disposal of all grey water.

• Daily cleaning and maintenance to ensure grey water tanks do not exceed 75% capacity.

• All services to be performed in accordance with the attached Performance Work Statement (PWS).

• Pricing Arrangement: Firm Fixed Price.

• Offer Due Date: May 28, 2026, at 06:00 PM local time.

• Evaluation factors will be used to evaluate offers, with price and other factors considered. The specific factors are to be inserted in the solicitation.

• Size Standard: USD 9.00 million.
