Solicitation / RFP / RFQ

This is a Request for Proposals (RFP) for the sale of U.S. Federal Government Surplus Property: Deformed Expended Small Arms Cartridge Casings (ESACCs) Brass. The property is Lot #1, consisting of approximately 53,690 lbs of deformed brass, packaged in 23 Gaylord Boxes.

• The material is deformed ESACCs brass, demilitarized and deformed in accordance with DoD standards. It is sold "as is" and "where is." Items purchased as scrap should not be used for their original purpose (e.g., reloading).

• Bidders must be registered in the System for Award Management (SAM).

• Bidders must provide their Tax Identification Number (TIN).

• Bidders must not have delinquent tax liabilities or felony convictions.

• Award will be made to the highest bidder based on the Unit Price (price per pound).

• The contract will be a sales contract.

• Bid Unit: Price per pound.

• Proposal Submission Due Date: Thursday, June 25, 2026, 11 AM EDT.

• Method of Submission: Submit proposals via email to brian.c.ray2.civ@army.mil using the attached Bid Form SF114F and this RFP. Signatures are required on both documents.

• Evaluation: The highest bidder offering the highest Unit Price will be awarded the contract.

• Rejection: The Government reserves the right to refuse all proposals. Telephonic and faxed proposals will not be accepted. Bids 20% under market value may be refused.

• Deposit: A 20% earnest money deposit of the total proposal price is due within five (5) business days of award.

• Full Payment: Due within 5 business days after final weights verification on the day of pick-up.

• Payment Methods: Certified Check, Money Order, or Company Check payable to "USPFO for Pennsylvania."

• Removal: Property must be picked up within 10 calendar days of award from Fort Indiantown Gap, Annville, PA. Coordination with the Bureau of Environmental Management (BEM) is required. Weighing will occur at a mutually agreed-upon offsite truck scale.

• Inspection Dates: June 11, 2026 – June 23, 2026, 8 AM to 2 PM EDT.

• Questions Due: No later than June 16, 2026, by 3:00 PM EDT, emailed to the Contracting Officer.

• Bidders are strongly cautioned to inspect the property before proposing.

• Failure to pay for or remove awarded items may result in default fees and debarment from future sales.
