This solicitation is for the sale of Fuel Oil Reclaimed (FOR) located at NAVSUP – Fleet Logistics Port Orchard, WA. The Defense Logistics Agency (DLA) Energy is issuing this solicitation.

• The offeror must have the ability to pick up multiple loads per week, requiring trucks to move a minimum of 30,000 gallons of FOR per week. A letter of commitment is required if the offeror does not own trucks.

• A monthly "look-ahead" schedule will be required under the resulting contract.

• The estimated quantity is 150,000 USG, with a +/- 10% variance.

• The product is sold "AS IS" and is expected to meet or exceed specifications in MIL-F-24951B (SA), dated 10 Feb 95 (EXHIBIT B).

• Offerors are invited and urged to inspect the product prior to submitting an offer.

• A recent laboratory analysis of the product is provided as EXHIBIT E for informational purposes only.

• The contract period for removal is from award through November 30, 2023, with a potential extension of up to 3 months. The purchaser must be ready to begin removal within 15 days after contract award.

• The contract is awarded FOB Origin.

• Payment is to be made in US dollars via company check, certified check, cashier's check, or bank check.

• Payment is due within ten (10) calendar days after the Government transfers title and invoices the Purchaser.

• Offer Closing Date: June 30, 2026, 1:00 PM (Ft. Belvoir, VA time).

• The minimum offer for each line item is the removal of all product.

• Offerors must be registered in the System for Award Management (SAM) at SAM.gov by the offer due date and provide their CAGE code.

• NAICS Code 324110 for Petroleum Refineries must be listed in the SAM registration.

• The Government intends to award to the responsible offeror with the highest price for Line Item 0001.

• Award will be made without discussions, but the Government reserves the right to conduct discussions.

• No specific set-aside is mentioned.

• Offerors must be registered in SAM.gov.
