Quick Summary
The Department of the Army, on behalf of the Department of War enterprise, has made a sole-source award to Computable Insights, LLC (a wholly-owned subsidiary of Salesforce, Inc.) for Salesforce Software Licenses and Services. This establishes a decentralized Indefinite Delivery, Indefinite Quantity (IDIQ) Enterprise Agreement (EA) to provide the full suite of Salesforce products and outcome-based services. This new agreement replaces the current Army Enterprise Agreement and has a contract ceiling of $5.6 billion.
Scope of Work
This contract provides Salesforce Software Licenses, Maintenance, Advisory, and Outcome-Based Professional Services. It supports critical mission functions including workflow automation, business process management, and enterprise application development across the Department of War. The IDIQ will include capabilities for Salesforce's proprietary low-code application development platform and outcome-based professional service SKUs, which are exclusively available directly from Salesforce.

This is a sole-source justification, not a solicitation for bids. Market research indicated that no Small Business Concerns could offer the complete range of required Salesforce products and services, thus a Small Business Subcontracting Plan will not be included.
Additional Notes
This agreement aims to provide flexibility, scalability, and cost efficiency for the Department of War's evolving Salesforce requirements. Direct procurement from Salesforce is deemed the most cost-effective and efficient method, eliminating reseller markups. Alternatives considered, such as competitive acquisition or using other vendors, were deemed not viable or in the Government's best interest. The estimated value is based on an Independent Government Estimate (IGE) from November 2025.
