Scope of Work
The STATS system must be capable of:
- Interfacing with Oracle databases (Oracle 19+ anticipated) and ingesting various file types (formatted text, potential XML/JSON, .docx, .pdf).
- Tracking and storing diverse samples and tasks with associated metadata.
- Supporting dynamic, configurable workflows (AFTAC maintains workflows, solution must support re-tasking).
- Providing configurable dashboards, auto-email status updates, and auto-generating reports.
- Querying current and past activity via a web-based Graphical User Interface (GUI) with user authentication (Key Cloak PKI-based preferred for ~70 users).
- Deploying to a container orchestration system (AWS Fargate anticipated) and meeting cybersecurity requirements for unclassified and classified networks (IL 6 & 7, RMF & DISA STIGs, hybrid cloud/on-prem).
- Meeting Zero Trust requirements (phased, to be included in future SOW).

Requested Information
Respondents should submit a white paper detailing their proposed solution as separable tasks, including reasonable order of magnitude estimates for period of performance and cost. An initial discovery and validation of requirements should be included as the first task. Specialty configuration of commercial software is acceptable, with yearly licensing fees estimated. Responses should focus solely on the proposed solution and current capabilities, excluding references to AFTAC's mission.

Section 1 (administrative information, recommended procurement strategy, business type, NAICS, UEI, CAGE code) is not included in the page limit.
