Statement of Work (SOW) / Performance Work Statement (PWS)

To perform a visual inspection, cleaning, and material sampling of two Oil Water Separator (OWS) systems and associated catch basins at USCG Base Seattle.

• Provide all personnel, equipment, tools, materials, supervision, and waste disposal services.

• Visually inspect two OWS systems and approximately 37 catch basins.

• Clean out all material from troughs, catch basins, and OWS tanks, including litter, fluid, debris, oil, and sludge.

• Perform sampling on OWS systems.

• Dispose of all waste products in accordance with applicable Federal, State, and local laws and regulations.

• Comply with all applicable codes, Federal, State, and local regulations.

• Period of Performance: June 15, 2026 through September 15, 2026.

• Place of Performance: USCG Base Seattle, Facilities Engineering, 1519 Alaskan Way South, Seattle, WA 98134.

• Work must be performed to the standards in the contract.

• Compliance with all applicable codes and regulations.

• Waste disposal must follow Federal, State, and local laws.

• Contractor Security Requirements: Provide personnel lists 72 hours in advance, personnel must have photo identification, may be subject to background checks, and must comply with Real ID Act requirements. Vehicle access requires registration and insurance. Identification badges are mandatory.

• Contractor Personnel: Must provide a contract manager, be able to read/write/speak English, present a neat appearance, and comply with all government regulations (fire, safety, sanitation, environmental, security).

• Special Qualifications: Minimum 5 years of experience in catch basin and oil/water separator cleaning and testing. Personnel must be certified for Confined Space Entry, waste testing, waste removal, and transport.

• Work Hours: Monday through Friday, 7:00 am to 3:30 pm, excluding Federal Holidays, unless otherwise specified. Coordination with POC is required.

• Safety and Environmental Protection: Maintain environmental protection, comply with emergency response plans, use appropriate Personal Protective Equipment (PPE), and adhere to confined space entry procedures if required (OSHA 29 CFR 1910.146).
