Quick Summary
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for urgent additional work on the USS SAN ANTONIO (LPD-17). The Department of the Navy / MID ATLANTIC REG MAINT CTR requires the replacement of the Helo control station window and wiper motor, deemed critical for the ship's operational readiness.
Purpose & Justification
This J&A justifies an exception to fair opportunity under FAR 16.505(b)(2)(i)(A) due to the urgent nature of the work required during the USS SAN ANTONIO's Emergent Maintenance Availability (EMAV). The immediate need for these repairs precludes full and open competition.
Scope of Work
The additional work, identified as Request for Contract Change (RCC) 7N Work item 625-11-001, specifically involves the Helo control station window and wiper motor replacement. This task is essential for the ship's operational readiness and must be accomplished urgently.
Contract Details
This urgent work will be added to an existing Firm Fixed Priced (FFP) Delivery Order (N5005426FL018) previously awarded to Colonna's. The estimated cost for this additional work is funded by FY26 Operation and Maintenance, Navy (OM&N) funds. The anticipated cost has been determined fair and reasonable based on historical data, an Independent Government Estimate (IGE), and technical knowledge.
Procurement Approach
This procurement is being conducted using other than full and open competition due to the critical and immediate start requirement of the work, which prevented market research. The agency notes that future acquisitions for similar work will be reviewed to promote full and open competition where feasible.
Place of Performance
The work will be performed in Norfolk, VA.
