Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for contracted lodging to support a project at Naval Base Point Loma, San Diego, CA.

• Provide safe, secure, and well-maintained lodging properties.

• Properties must be located within a 23-mile or 45-minute commute of Naval Base Point Loma, excluding Chula Vista, National City, and San Ysidro.

• Minimum living area size of 400 square feet, excluding balconies and closets.

• Properties must be free from continuous or excessive noise.

• Properties must meet all state and county codes, including properly installed electrical outlets.

• Units must be equipped with a private bathroom, a separate kitchen area, and a washer/dryer or on-site facilities.

• Properties must provide on-site parking and be located within a 4-mile radius of a grocery store and restaurant.

• Daily mail service is required.

• Units must be in a sanitary condition, free of odors, dirt, debris, mold, mildew, and pests.

• Walls, floors, countertops, and ceilings must be damage-free, with minor cracks and scratches acceptable. Small holes greater than 1" must be repaired.

• Heating and Air Conditioning must be available throughout the entire living area.

• Properties must be equipped with hard-wired, single-station smoke detectors and carbon monoxide detectors.

• Automatic sprinkler systems are required, except for properties three stories or lower.

• Minimum furniture, bedroom, bathroom, and kitchen requirements are detailed, including specific quantities and sizes for beds, appliances, cookware, tableware, and cleaning supplies.

• Units must have a Smart television (50" or larger) with streaming services and high-speed internet access (100 Mbps or greater) with Wi-Fi.

• Minimum housekeeping and cleaning services are required monthly, including dusting, mopping/vacuuming, carpet shampooing, bathroom and kitchen cleaning, and trash removal. Linen service is also required monthly and upon change of occupancy.

• The PWS is for contracted lodging to support a project at Naval Base Point Loma, San Diego, CA.

• Properties must be new or like-new used condition, with minimal wear and tear.

• Fixtures, toilets, faucets, and appliances must function properly and be free of mold, mildew, and odors.

• All contracted rooms will be utilized by DoD employees who have undergone high-level security checks.

• The Government will pay the rate deemed most advantageous.

• Charges are not to be made to the employee unless they are personal charges.

• Units shall be cleaned as outlined in the SOW.

• Damage and unanticipated charges shall not be charged to the employee.

• Check-in time is available no later than 11:00 a.m., PST, with 24-hour check-in available upon request.

• Unit occupancy shall not exceed one (1) PNSY employee per unit.

• Vendor must respond to issues within 24 hours and fix them within 48 hours.

• Vendor must provide a 24-hour emergency contact number.
