• An executed subcontractor agreement is required if subcontractors are used.

• Pricing Arrangement: Firm Fixed Price.

• Base Period: 01 April 2026 through 31 March 2027.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide noon meals for Armed Forces applicants processing at the San Diego Military Entrance Processing Station (MEPS).

• Prepare and transport complete noon meals to the MEPS dining area.

• Serve meals daily, Monday through Friday, excluding legal holidays and scheduled training days, plus up to 28 Saturdays annually.

• Provide additional "mission day" meals for applicants processing late into the evening on an as-needed basis.

• Clean and maintain the serving and dining site daily.

• Remove all accumulated garbage and trash from the MEPS dining area.

• Ensure the dining area is returned to its original condition.

• Meals must be prepared in a state/local licensed facility or restaurant compliant with health department rules.

• Food must be transported in enclosed, clean vehicles and kept in covered containers or wrapped to prevent contamination.

• Noon meals must include a sandwich (meat or veggie option), lettuce, tomato, bag of chips, pre-packaged dessert, fresh fruit, a straw, and a napkin.

• Beverages include a variety of soft drinks (diet/regular), bottled water, iced tea, and whole milk.

• Condiments (mustard, mayonnaise, salt, pepper, vinaigrette) must be individually packaged.

• Serving containers must be sturdy and clearly marked.

• An average of 112 noon meals are estimated daily, with a maximum of 250. The MEPS will notify the contractor daily by 8:00 a.m. of the exact number required.

• Services are required Monday through Friday, excluding holidays and training days, and up to 28 Saturdays annually.

• The current MEPS is located at 4181 Ruffin Road, Suite B, San Diego, California, 92123-1819. A relocation to Sky Park Office Plaza, 9275 Sky Park Court, San Diego, California 92123-4386 is tentatively scheduled for November 2026.

• Contractor employees and subcontractors requiring access to government installations must complete AT Level I, IWATCH, and OPSEC training within 30 days of contract award and annually thereafter.

• Employees must comply with personal identity verification requirements.

• The contractor must provide notification of any subcontractors at proposal submission and after contract award.

• The contractor must be capable of accepting Government Purchase Cards (GPC) for payment.

• The contractor shall perform administrative functions for meal vouchers and return signed copies to the MEPS COR daily.
