Project Scope

Procurement Process
The procurement will proceed in two phases. Phase I will focus on evaluating Minimum Mandatory Requirements (MMRs) to determine eligibility. A Secret Facility Clearance (FCL) with safeguarding capability is required, though the DOS/Diplomatic Security may sponsor eligible firms. Post-award, a DCSA-approved Information System for classified information processing will be necessary. Companies and citizens from Belarus, Cuba, Hong Kong, Iran, North Korea, People's Republic of China, Russia, Venezuela, and Vietnam are explicitly ineligible.
Sources Sought Submission Details
Interested companies should submit a capability statement (limited to 10 pages, PDF or Word) detailing their expertise, project and risk management capabilities, and outcomes relevant to the Statement of Work. Subcontracting or teaming arrangements should be addressed. The statement must include organization details such as ownership type, UEI, CAGE code, small business category, and current facility/safeguarding clearances. Proprietary data should be clearly marked.
