Statement of Work (SOW) / Performance Work Statement (PWS)

To maintain access to recreation sites on the Sandia Ranger District in the Cibola National Forest for winter weather activities, including sledding, snowshoeing, and skiing, by performing snow removal services.

• Furnish all labor, supervision, materials, equipment, transportation, supplies, and incidentals necessary for snow removal.

• Services are required for identified parking facilities along the Sandia Crest Scenic Byway (State Highway 337).

• Specific areas include Sandia Crest Upper Parking Lot, Sandia Crest Middle Parking Lot, Area A, Area B, Area C, Ellis Trailhead, 10K Trailhead N&S, and Capulin Snow Play Area.

• This is an "as-needed" service contract, with services ordered by the Forest Service.

• Snow disposal areas will be designated by the Forest Service.

• Response time: Within one hour of notification or as agreed upon on a case-by-case basis. Alternative response times may be proposed.

• Preferred plowing time: Between midnight and 6 a.m.

• Ideal snow depth for plowing: Before it exceeds 6 inches.

• Equipment must be capable of removing eight inches of snow or more.

• Snow removal must allow safe parking and prevent ice accumulation in all available parking areas.

• Snow will be placed in locations identified by the COR.

• Contract period: One base year plus 4 optional years, starting from the date of award.

• Work locations are the identified parking facilities along the Sandia Crest Scenic Byway.

• All personnel must hold necessary and relevant State of New Mexico equipment operating licenses.

• Contractor is responsible for any unforeseen damage resulting from snow removal, including damage to parking bumpers or recreation amenities.

• Government will not be liable for any damage to contractor equipment if stored on a recreation site.

• No work is guaranteed; all work depends on appropriation availability. There is no guaranteed minimum number of calls.

Solicitation / RFP / RFQ

This solicitation is for snow removal services for various parking areas and access roads within the Sandia Ranger District of the Cibola National Forest. The services are required to ensure parking spaces are clear for winter use and that ingress and egress traffic can safely navigate the areas with two lanes.

• Snow removal services for designated areas including Sandia Crest, Capulin Snowplay area, Ellis Parking Area, and 10K Trail head North and South.

• Removal of snow to open parking spaces and allow for two-way traffic.

• Designation of snow disposal areas by the Forest Service, located as close to parking lots as possible.

• Services are to be performed in accordance with the attached Statement of Work (SOW).

• Contract Type: Firm Fixed Price.

• Period of Performance: Base Year (February 16, 2026 – February 15, 2027) with four optional one-year periods.

• Option to Extend Services: The government may extend services for up to 6 months at specified rates.

• Total contract duration, including options, shall not exceed 5 years.

• Proposals are due by 1700 MT on February 11, 2026.

• Offers must include a technical proposal, price proposal, and representations and certifications.

• Proposals will be evaluated using a Best Value method, considering technical acceptability and the technical/price relationship.

• Evaluation factors include Price Proposal, Prior Experience, Qualifications of the firm (including location, meeting time frames, equipment, personnel, and financial capability), and Past Performance/Experience.
