Scope of Work

The selected contractor will provide comprehensive janitorial services, including all management, supervision, transportation, tools, equipment, labor, and supplies (excluding government-provided items). Services are required for three government-owned facilities:

• Sandpoint Ranger District Office: Year-round services.
• Fire Office Restroom: Year-round services.
• Sandpoint Ranger District Bunkhouse: Bi-annual services. Tasks encompass fixture cleaning, floor maintenance (carpet, resilient, non-resilient), waste container management, wall cleaning, appliance cleaning, and furniture cleaning. Services must meet commercial standards, ensuring clean, pleasant, healthy, and safe facilities. Contractors must utilize biobased products to the maximum extent possible (FAR clause 52.223-2) and are responsible for securing facilities after cleaning.

Contract Details

• Contract Type: Firm-Fixed Price.
• Period of Performance: One base year (June 1, 2026 – May 31, 2027) with four one-year option periods, for a potential total of five years, extending through May 31, 2031.
• NAICS Code: 561720 (Cleaning and Building Services) with a small business size standard of $22.0 Million.
• Product Service Code: S201 (Custodial Janitorial Services).

Eligibility & Submission

• Set-Aside: This acquisition is a Total Small Business Set-Aside. All responsible small business sources may submit a quotation.
• Submission Deadline: April 24, 2026, no later than 2:00 PM PDST.
• Submission Method: Email quotes to jorge.somoza@usda.gov. Late quotes will not be accepted.
• Quotation Package: Must include SF-1449, Amendments, Schedule of Items, Experience (1-2 pages), Relevant Past Performance (last 4 contracts), Key Personnel, and Representations and Certifications (reviewed by CO, not submitted).
• Evaluation: Award will be made to the offeror representing the best value to the Government.
• SAM Registration: Active registration in SAM.gov is required.
