This is a combined synopsis/solicitation (RFQ W50S8R26Q0004) for commercial products, utilizing simplified acquisition procedures in accordance with FAR Part 12. The government is seeking quotations for sanitary sewer cleaning and inspection services. This solicitation is a 100% small business set-aside.

• Provide all personnel, equipment, tools, materials, and supervision to perform sanitary sewer cleaning and camera inspection as detailed in the attached Performance Work Statement (PWS).

• The primary Contract Line Item (CLIN) 0001 covers Sanitary Sewer Cleaning and Inspection Services, including a Comprehensive Inspection Report Package (Video, Digital Summary, As-Builts).

• Contract Type: Firm-Fixed-Price (FFP) purchase order.

• Period of Performance: 60 days (specific start date not provided in this document).

• Past Performance: Assessed based on recency, relevancy, and quality of the prime offeror's performance record. Subcontractor past performance will not be considered.

Statement of Work (SOW) / Performance Work Statement (PWS)

To clean existing 8-inch sanitary sewer system pipes and manholes, and to perform a camera inspection to identify and report damaged or faulty sections, determine repair needs, and eliminate groundwater infiltration.

• Provide all personnel, equipment, tools, materials, and supervision for cleaning and camera inspection of 8-inch sanitary sewers.

• Clean pipes and manholes to remove debris, scale, and roots to allow for camera passage.

• Conduct camera inspection of pipes.

• Provide a video recording of the inspection.

• Provide an as-built drawing indicating damaged or obstructed pipe sections and areas of groundwater infiltration.

• Pipes must be easily navigable by camera with no blockages.

• Cleaning must remove all debris, scale, and roots.

• Video files must be clear, indicate distance, and be free of missing data or breaks.

• Drawings must clearly indicate issues and match video data.

• Period of Performance: 60 days after issuance of the notice to proceed.

• Place of Performance: Mansfield Lahm ANG Base, Ohio.

• Work Hours: Monday through Friday, 0700 - 1600, excluding US holidays or government facility closures.

• Contractor must comply with all installation/facility access and local security policies and procedures.

• Contractor personnel require base identification and vehicle passes.

• Contractor must develop and maintain an effective Quality Control Plan (QCP).

• Contractor must provide a Comprehensive Inspection Report Package, including video files and a written summary report with a deficiency log and recommended corrective actions.

• Contractor must provide marked-up as-built drawings in both Auto CAD and PDF formats.

• Contractor must provide 7 days' written notice before disturbing ground below 3 inches and obtain a burn permit for open flame/spark-producing work.
