Scope of Work

The contractor shall provide all necessary personnel, supervision, management, tools, equipment, transportation, and materials to perform sanitary surveys for ten (10) Drinking Water Systems across nine (9) U.S. Army Garrison Japan installations on Honshu. The scope includes:

  • Onsite inspection of water sources, treatment, distribution systems, finished water storage, pumping facilities, and controls.
  • Evaluation of monitoring and reporting data, system management and operation, and compliance with operator requirements.
  • Identification of deficiencies that could adversely impact public health from water supply.
  • Compliance with Japan Environmental Governing Standards (JEGS), Army Regulation 200-1, and Technical Bulletin MED 576.
  • A preliminary study involving review of existing documents and records from October 2021 through March 2026.
  • Field surveys evaluating ten areas: water sources, treatment, finished water storage, distribution systems, pumps/pump facilities, monitoring/reporting, system management, JEGS compliance, security, and financial capacities.
  • Surveys will cover water systems in the Kanto region (5 installations) and Hiroshima region (4 installations).

Special Requirements & Eligibility

  • The primary contractor must have a minimum of three (3) experiences with similar drinking water system survey contracts within the last three years.
  • Field survey inspectors must be Professional Engineers (PE) licensed in the U.S. or certified sanitary surveyors, with at least five (5) successful experiences in sanitary surveys at U.S. Military Installations or local municipalities.
  • Contractor personnel must be recognizable and comply with all security, safety, environmental, and hazardous materials handling regulations.
  • Deliverables include individual finding lists, draft survey reports, and final survey reports.

  • Award will be made to the responsible quoter whose quote is most advantageous to the Government, based on a competitive lowest price with acceptable past performance.
